Betreft: Beroep, ingesteld krachtens artikel 270 VWEU, van toepassing op het EGA-Verdrag op grond van artikel 106 bis ervan, waarmee BN verzoekt, ten eerste, om nietigverklaring van het besluit van het Europees Parlement van 20 maart 2012, waarbij haar functie van adviseur van de directeur van het directoraat Middelen van het directoraat-generaal (DG) Personeel is beëindigd en waarbij zij met ingang van 15 maart 2012 is herplaatst naar een post van adviseur bij de dienst Milieubeheer- en Milieuauditsysteem van de eenheid Algemene Coördinatie van het directoraat Middelen van het Bureau voor infrastructuur en logistiek (hierna: „dienst EMAS”), alsmede van het besluit van 21 september 2012 tot afwijzing van de tegen het besluit van 20 maart 2012 ingediende klacht en, ten tweede, om vergoeding van de schade, geleden door de handelingen van psychisch geweld en onbehoorlijk bestuur van de kant van haar hiërarchieke meerdere, welke schade ex aequo et bono wordt geraamd op het bedrag van 400 000 EUR.

Notes the complaint lodged by the Director-General of the Office for Infrastructure and Logistics in Brussels (OIB) in his Annual Activity Report on the structural deficit generated by the cost of maintaining the Berlaymont building following its refurbishment , and also his references to a series of accounting and management problems; considers that the structural-deficit problems highlighted should be resolved as a matter of urgency and calls upon the Commission to take appropriate action and to notify Parliament thereof;

12. stelt vast dat er ook nieuwe taken ontstaan door de mondialisering van de logistiek, een essentieel onderdeel van het concurrentievermogen van de Europese economie; steunt de ontwikkeling van een kaderstrategie voor de goederenlogistiek in Europa en is van mening dat aan een dergelijke strategie de gedachte ten grondslag dient te liggen dat logistiek louter een domein is van ondernemingen en dat regulering zich derhalve dient te beperken tot het creëren van adequate raamvoorwaarden voor een efficiënt vrachtvervoer; benadrukt dat bij de uitbreiding en integratie van havens de logistiek en de ontwikkeling van logistieke platforms geïntegreerd moeten worden in het Europese vervoersbeleid; moedigt het toepassen van multimodale logistieke oplossingen en van het Europees modulair systeem, infrastructuurverbindingen en geavanceerde informatica aan;

Notes that new challenges have emerged as a result of the globalisation of logistics, which is a key element for the competitiveness of the European economy; supports the development of a framework strategy for goods transport in Europe and considers that such a strategy must be based on the view that goods transport is fundamentally a purely business undertaking and that regulation should therefore be confined to the creation of an appropriate business environment for efficient goods transport; emphasises that European transport policy should integrate logistics with port development and integration and the development of logistics platforms; encourages multimodal logistics solutions and the European modular system, infrastructure connections and advanced informatics;

11. stelt vast dat er ook nieuwe taken ontstaan door de mondialisering van de logistiek, een essentieel onderdeel van het concurrentievermogen van de Europese economie; benadrukt dat bij de uitbreiding en integratie van havens de logistiek en de ontwikkeling van logistieke platforms geïntegreerd moeten worden in het Europese vervoersbeleid; steunt de ontwikkeling van een kaderstrategie voor het vrachtvervoer, moedigt het toepassen van multimodale logistieke oplossingen en van het Europees modulair systeem, infrastructuurverbindingen en geavanceerde informatica aan; steunt de ontwikkeling van een kaderstrategie voor de goederenlogistiek in Europa; is van mening dat aan een dergelijke strategie de gedachte ten grondslag dient te liggen dat logistiek louter een domein is van ondernemingen en dat regulering zich derhalve dient te beperken tot het creëren van adequate raamvoorwaarden voor een efficiënt vrachtvervoer;

In deze sector heeft zich immers een duidelijke trend tot "outsourcing" voorgedaan, waarbij steeds meer diensten die vroeger in het bedrijf zelf werden verricht nu aan externe dienstverleners worden uitbesteed (vervoer, logistiek, informatica enz.).
