Deplores the lack of political dialogue between institutional actors, which is particularly harmful to Policy Coherence for Development (PCD); deplores, in this context, the fact that the Commission’s communication failed to put forward proposals to implement Policy Coherence for Development in practice by linking development aid with other EU policy areas, notably the trade policy, agricultural policy and fisheries policy of the Union; agrees, in this regard, with the Council’s observation that ‘close cooperation between the European External Action Service and the European Commission is necessary to ensure greater consistency of EU external action and PCD’;
