Stresses that the progress reports should focus on the implementation of the priorities identified in the action plans and should reflect the level of engagement of the partner country; reiterates its call for the data contained in the reports to be put into perspective by bearing in mind the national context and by including trends from the previous years; takes the view that all the main stakeholders of ENP countries, including civil society, should be genuinely involved and consulted before drafting the reports; calls for key documents such as progress reports to be readily available on the respective EU delegation websites and translated into the local language; calls on the EU to employ more qualitative means of measuring the extent of progress in the partner countries and to implement effective cross-compliance measures regarding progress by partners in terms of human rights, the rule of law and democracy;

Calls on the Member States to make use of existing structures and the creation of ‘one-stop shops’ in order to simplify and facilitate access to information enabling SMEs to apply for European, national and local funds, bearing in mind that 'one-stop shops' have greater added value when they are created at the expense of existing administration and thus do not place additional burdens on the taxpayer; stresses the importance of 'one-stop shops' as fundamental starting-points to attract and enable private investments in the field of research and energy, and calls on the Commission to reinforce the measures for further simplification and transparency of the European, national and local financing frameworks; urges the Member States to facilitate SMEs' access to funds by simplifying the rules on data submission, and to promote online data repositories for certificates and other supporting documents;

If a container carrier’s commercial, computerised tracking and tracing system meets the operational security norms as set out in Annex I to Commission Regulation (EC) No 885/2006 of 21 June 2006 laying down detailed rules for the application of Council Regulation (EC) No 1290/2005 as regards the accreditation of paying agencies and other bodies and the clearance of the accounts of the EAGF and of the EAFRD (4), and provides information equivalent to that contained in transport documents, Member States may decide to use such information instead of the paper documents, as proof of transport to the country of destination.
