TRADUCTIONS EN CONTEXTE

Het SAPARD-programma betreffende pre-toetredingsmaatregelen voor landbouw en plattelandsontwikkeling - Verordening (EG) nr. 1268/1999 [63] - behelst een kaderregeling voor steun van de Gemeenschap voor een duurzame landbouw en plattelandsontwikkeling.
The SAPARD Regulation on pre-accession measures for agriculture and rural development ((EC) No 1268/1999 [63]) establishes the framework for Community support for sustainable agriculture and sustainable rural development.

Voor een beter evenwicht tussen de beleidsinstrumenten die op bevordering van duurzame landbouw zijn gericht enerzijds, en die welke bevordering van de plattelandsontwikkeling tot doel hebben anderzijds, is bij Verordening (EG) nr. 1782/2003 op verplichte basis een systeem ingevoerd waarbij de rechtstreekse betalingen geleidelijk worden verlaagd („modulatie”).
In order to achieve a better balance between policy tools designed to promote sustainable agriculture and those designed to promote rural development, a system of compulsory progressive reduction of direct payments (‘modulation’) was introduced by Regulation (EC) No 1782/2003.

Notes with concern that implementation of the environmental acquis is still insufficient; considers that full implementation and enforcement at all levels, and further strengthening, of key environmental and related policy priorities – climate change, biodiversity, resources, environment and health, as well as social and employment policies, energy, sustainable transport, sustainable agriculture and rural development – are crucial; emphasises, therefore, the need for clear, consistent environmental legislation, based on public policy evaluations and feedback;

Is aware of the fact that EU, national and regional funding schemes remain highly uncoordinated, and therefore underlines the need for better multilevel coordination between the programmes and support for more synergy between different common policies using structural, agricultural and rural development funds, the research framework programme and the Competitiveness and Innovation Framework Programme (CIP) to be devised to achieve a sustainable, resource-efficient economy; believes, as regards funding under the Common Agricultural Policy, that further consideration should be given to a greater shift from direct support mechanisms to rural development and the development of environmentally sustainable agriculture;

(15) Bevordering van het gebruik van biobrandstoffen met inachtneming van duurzame landbouw- en bosbouwpraktijken, als vastgelegd in het gemeenschappelijk landbouwbeleid, zal nieuwe kansen scheppen voor duurzame plattelandsontwikkeling in het kader van een meer marktgericht gemeenschappelijk landbouwbeleid dat meer op de Europese markt gericht is, en voor een levend platteland en een multifunctioneel landbouwbeleid, en kan een nieuwe markt voor innoverende landbouwproducten openen voor de huidige en toekomstige lidstaten.
(15) Promoting the use of biofuels in keeping with sustainable farming and forestry practices laid down in the rules governing the common agricultural policy could create new opportunities for sustainable rural development in a more market-orientated common agriculture policy geared more to the European market and to respect for flourishing country life and multifunctional agriculture, and could open a new market for innovative agricultural products with regard to present and future Member States.
