2. is ingenomen met het feit dat het resterende foutenpercentage in 2013 onder de 2 % ligt voor het TEN-T-programma, het programma Marco Polo, beheerd door het Uitvoerend Agentschap voor concurrentievermogen en innovatie (EACI), en de gemeenschappelijke ondernemingen die onder de verantwoordelijkheid vallen van DG MOVE (SESAR en brandstofcellen en waterstof (FCH)); betreurt het echter dat het resterende foutenpercentage voor het FP7-onderzoek in de vervoerssector in 2013 boven de 2 % blijft (2,82 %); merkt op dat de voornaamste redenen voor fouten in verband met de onderzoeksprogramma's liggen in de complexiteit van de subsidiecriteria in de basishandelingen en het gebrek aan capaciteit voor het uitvoeren van volledige controle vooraf van de vorderingen van alle begunstigden, waarvan er duizenden zijn; verwacht dat de grondige vereenvoudigingen zoals voorgesteld in Horizon 2020 aanzienlijk zullen bijdragen aan een daling van het aantal fouten;
2. Welcomes the fact that the residual error rate in 2013 is below 2 % for the TEN-T programme, the Marco Polo programme managed by the Executive Agency for Competitiveness and Innovation (EACI) and the Joint Undertakings for which DG MOVE is responsible (SESAR and Fuel Cells and Hydrogen (FCH)); regrets, however, that the residual error rate for FP7 for research in the transport sector remains above 2 % in 2013 (2,82 %); notes that the main reasons for errors under research programmes are the complexity of the eligibility rules in the basic acts and the lack of capacity for full ex ante control over the claims of all beneficiaries, numbering in the thousands; expects that the radical simplifications which have been proposed in Horizon 2020 will contribute to a significant decrease in errors;

Uitbesteding is voor het CIP heel succesvol gebleken op het vlak van vereenvoudiging omdat het EACI, dat daarin gespecialiseerd is, procedures heeft gestroomlijnd en ontwikkeld die toegespitst zijn op kmo’s.
Outsourcing for the CIP has proved especially successful with regard to simplification, as the EACI, as a result of its specialisation, has streamlined and developed procedures adapted to SMEs.

15. onderstreept dat uitvoerende agentschappen de programma's van de Unie of gedeelten daarvan met succes hebben uitgevoerd; wijst erop dat de uitvoering van het volksgezondheidsprogramma in de toekomst onder de verantwoordelijkheid van het Uitvoerend agentschap voor gezondheid en consumenten (EAHC) zal vallen, maar ook dat gedeelten van het nieuwe LIFE-programma zullen worden uitgevoerd door het Uitvoerend Agentschap voor concurrentievermogen en innovatie (EACI); benadrukt echter dat de bevoegdheidsdelegatie en de detachering van personeel van de Commissie naar de uitvoerende agentschappen inhouden dat de beleidskosten van de programma's toenemen terwijl de administratieve verplichtingen van de Commissie afnemen;
15. Underlines the successful implementation of Union programmes or parts thereof by Executive Agencies; points out that, in future, not only will the implementation of the Health programme be under the responsibility of the Executive Agency for Health and Consumers (EAHC) but in addition parts of the new LIFE programme are foreseen to be executed by the Executive Agency for Competitiveness and Innovation (EACI); stresses, however, that the delegation of responsibilities and the secondment of staff from the Commission to Executive Agencies are at the cost of operational appropriations of the programmes while at the same time decreasing administrative obligations of the Commission;

30. nodigt de Commissie uit de adviesverlening op het gebied van efficiënt gebruik van hulpbronnen te versterken, met name voor het mkb, bijvoorbeeld door de programma's op dit gebied onder beheer van het Uitvoerend Agentschap voor concurrentievermogen en innovatie (EACI) te consolideren; verzoekt de Commissie het mkb hierbij te ondersteunen door de lidstaten te stimuleren om hun goede werkwijzen te delen en toegang te geven tot relevant FP7- en Horizon 2020-onderzoek;
30. Calls on the Commission to strengthen advisory services on resource efficiency, particularly for SMEs, for example by consolidating such programmes administered by the European Agency for Competitiveness and Innovation (EACI); calls on the Commission to support SMEs in this area by promoting the sharing of best practice among Member States and providing access to relevant research under FP7 and Horizon 2020;
