Calls for enhanced interinstitutional cooperation at EU level, as well as at the national and local levels, in providing information and support to ECI organisers when dealing with ECIs; calls for the improvement of the multilingual ECI website run by the Commission and for a single set of guidelines in all the EU’s official languages on the rights and obligations of ECI organisers and on the administrative procedures applicable throughout the ECI process;

Stresses that the ECI is an exceptional opportunity for citizens to identify and articulate their aspirations and to ask for EU action, and that it must be encouraged and supported by all available means; recognises, however, that there are significant deficits which need to be tackled and solved in order to make the ECI more effective; stresses that all further assessment of the instrument should be aimed at attaining maximum user-friendliness, given that it is a primary means of linking the citizens of Europe to the EU; further stresses that the use of one's mother tongue is a civic right, and calls on the Commission and the Member States, therefore, to explore alternatives in order to offer the option of doing so in all activities connected with an ECI, as this encourages citizen participation; points out the importance of public awareness of the ECI, while regretting the limited knowledge of this tool among EU citizens; calls for the EU, to this end, to organise publicity and promotion campaigns with a view to giving the ECI a higher profile in the media and among the public;

125. Calls on the Commission to evaluate the low percentage of successful European Citizens’ Initiatives (ECIs), which has a negative impact on citizens’ acceptance of this instrument of transnational direct participatory democracy, and to ensure that decisions on the admissibility of ECIs correspond to the EU’s legal competence, and expects the Commission to give proper follow-up to each successful ECI when it has committed to doing so, and more generally to address the weaknesses and limitations of this instrument, in particular by facilitating the process and improving its somewhat bureaucratic and lengthy procedures as part of a prompt revision of the ECI Regulation, with the aim of transforming it into a credible agenda-setting tool;

25. is verheugd over de tenuitvoerlegging van het Europees burgerinitiatief (EBI) op 1 april 2012 alsmede over de registratie van het eerste EBI over beleidsmaatregelen voor Europa's jongeren – Fraternité 2020 en het recente succesvolle EBI over het recht op water; is van mening dat het EBI het eerste instrument is voor transnationale participerende democratie en de burgers de mogelijkheid zal geven om actief betrokken te worden bij de vormgeving van het Europese beleid en de Europese wetgeving; bevestigt nogmaals dat het vastbesloten is deel te nemen aan de organisatie van openbare hoorzittingen voor succesvolle Europese burgerinitiatieven, waarbij alle relevante parlementaire commissies actief zullen worden betrokken; onderstreept dat de stand van zaken met betrekking tot de Europese burgerinitiatieven regelmatig in ogenschouw moet worden genomen om de procedure te verbeteren en de administratieve rompslomp en andere belemmeringen te beperken; erkent dat het resultaat van de eerste parlementaire hoorzittingen van de eerste succesvolle EBI's, die in 2014 plaatsvinden, van cruciaal belang zijn om hoge procedurele normen vast te stellen en om te voldoen aan de verwachtingen van burgers ten aanzien van de uitoefening van dit recht in de toekomst, en verplicht zich ertoe om institutionele prioriteit te geven aan het waarborgen van de doeltreffendheid van het participatieproces;
25. Welcomes the implementation of the European Citizens’ Initiative (ECI) on 1 April 2012, as well as the registration of the first ECI, dedicated to policies for Europe’s Youth - Fraternity 2020, and the recently successful ECI dedicated to the Right to Water; believes that the ECI constitutes the first instrument of transnational participatory democracy and will enable citizens to become actively involved in the framing of European policies and legislation; reconfirms its commitment to participate in the organisation of public hearings for successful European Citizens’ Initiatives with the active involvements of all concerned parliamentary committees; underlines the need for regular review of the state of play with the European Citizens’ Initiatives, with the aim of improving the procedure while limiting the red tape and other obstacles; is aware that the outcome of the first parliamentary hearings of the first successful ECIs taking place in 2014 are crucial in setting high procedural standards and meeting citizens’ expectations regarding the exercise of this right in the future, and undertakes to give institutional priority to ensuring the effectiveness of the participatory process;
