TRADUCTIONS EN CONTEXTE

Het tripartiete memorandum van overeenstemming tussen de Commissie, de EIB-groep en de Europese Bank voor wederopbouw en ontwikkeling (EBWO) betreffende de samenwerking buiten de Unie, op grond waarvan de EIB-groep en de EBWO dankzij hun comparatieve voordelen complementair kunnen optreden, werd in 2012 geactualiseerd in verband met de uitbreiding van het geografische toepassingsgebied van de EBWO tot het Middellandse Zeegebied, en dient van kracht te blijven.
The tripartite memorandum of understanding between the Commission, the EIB Group and the European Bank for Reconstruction and Development (EBRD) in respect of cooperation outside the Union, which allows the EIB Group and the EBRD to act in a complementary way by relying on their respective comparative advantages, was updated in 2012 to cover the extension of EBRD's geographical scope to the Mediterranean region and should continue to be applied.

(3) Door op 30 september 2011 de Resoluties 137 en 138 aan te nemen, stemde de Raad van Gouverneurs van de EBWO voor de noodzakelijke wijzigingen in de Overeenkomst tot oprichting van de EBWO (de Overeenkomst), om het gebied waar de EBWO werkzaam is, te kunnen uitbreiden tot de landen van het zuidelijke en oostelijke Middellandse Zeegebied, terwijl zij trouw blijft aan haar verbintenissen ten aanzien van de huidige ontvangende landen.
(3) By Resolutions 137 and 138 adopted on 30 September 2011, the Board of Governors of the EBRD voted in favour of the necessary amendments to the Agreement Establishing the EBRD (the Agreement), enabling it to expand the EBRD’s region of operations to the Southern and Eastern Mediterranean while maintaining its commitment to its existing countries of operation.

De gouverneur van de EBWO die de Unie vertegenwoordigt, brengt jaarlijks verslag uit aan het Europees Parlement over de uitbreiding van de werkzaamheden van de EBWO tot het zuidelijke en oostelijke Middellandse Zeegebied, en met name over de bijdrage van de EBWO tot de overgang naar een sociaal inclusieve markteconomie en duurzame energie, rekening houdend met de burgerrechten- en mensenrechtencontext, alsook met eventuele nieuwe overeenkomsten die ten gunste van die landen zijn getekend met donoren voor samenwerkingsfondsen of bijzondere fondsen.
The Governor of the EBRD representing the Union shall report annually to the European Parliament on the expansion of EBRD operations to the countries of the Southern and Eastern Mediterranean, in particular as regards the EBRD’s contribution to the transition towards energy-efficient, socially-inclusive market economies whilst taking into account the civic and human rights context, as well as any new agreements signed with donors for cooperation funds or special funds in favour of those countries.

(5 quater) De vertegenwoordigers van de Unie in de bestuursorganen van de EBWO moeten de EBWO ertoe aanmoedigen om het werk van het Comité voor de controle van de boekhouding van de EBWO en de dienst Compliance (Office of the Chief Compliance Officer) te versterken naar aanleiding van het verzoek van het Europees Parlement om meer transparantie en striktere controle, teneinde geheimhouding door de begunstigden of het gebruik van belastingparadijzen te voorkomen.
(5c) The representatives of the Union in the governing bodies of the EBRD should encourage the EBRD to strengthen the work of the Audit Committee of the EBRD and the Office of the Chief Compliance Officer in view of the request of the European Parliament for an increase of transparency and tighter control to prevent secrecy by the beneficiaries or the use of tax havens.

(3) Door op 30 september 2011 de resoluties 137 en 138 aan te nemen, stemde de Raad van Gouverneurs van de EBWO voor de noodzakelijke wijzigingen in de Overeenkomst tot oprichting van de EBWO om het gebied waar de EBWO werkzaam is, te kunnen uitbreiden tot de landen van het zuidelijke en oostelijke Middellandse Zeegebied.

It is appropriate for the Union to subscribe to those additional shares in order to achieve the Union's objectives in the field of economic external relations and preserve its relative voting power within the EBRD. The representatives of the Union in the governing bodies of the EBRD should, however, support the further development of financial instruments, based on co-financing between the budget of the Union and that of the EBRD, contributing to the achievement of the Union's objectives, while taking into account that such cooperation should be accompanied by better control over and visibility of the Union's public funds.

The first two activities could be combined to form a regional EU/EBRD framework facility along the lines of the successful EU/EBRD SME Facility, focusing on the financing of environmental technology projects.

Overwegende dat de EBWO-regels en voorschriften voor aanbestedingen van toepassing zullen zijn op de giften die verstrekt worden uit de middelen van het Fonds Inkapseling Tsjernobyl, d.w.z. dat de aanbestedingen in beginsel beperkt zullen zijn tot goederen en diensten die geproduceerd zijn in of geleverd worden door de landen van de geldverschaffers of de landen van EBWO-verrichtingen; dat genoemde voorschriften niet identiek zijn aan die welke worden toegepast op verrichtingen die rechtstreeks uit het Tacis-programma worden gefinancierd, waardoor dit programma, met name om die reden, niet voor de onderhavige financiële bijdrage kan worden gebruikt;
Whereas EBRD procurement policies and rules will apply to grants made from the resources of the Chernobyl Shelter Fund, with the understanding that procurement shall in principle be limited to goods and services produced in or supplied from the countries of the contributors or the countries of EBRD operations; whereas these rules are not identical to those applied for operations directly financed through the TACIS programme, which can notably for this reason not cover the present contribution;
