TRADUCTIONS EN CONTEXTE

1. Vertegenwoordigers van de commissie van de Economische en Monetaire Gemeenschap van Centraal-Afrika (CEMAC) en het secretariaat-generaal van de Economische Gemeenschap van Centraal-Afrikaanse Staten (ECCAS) worden uitgenodigd om als waarnemer aan alle vergaderingen van het EPO-comité deel te nemen.
1. Representatives of the Commission of the Economic and Monetary Community of Central Africa (CEMAC) and the General Secretariat of the Economic Community of Central African States (ECCAS) shall be invited to attend all meetings of the EPA Committee as observers.

3. De hoge vertegenwoordiger, bijgestaan door de Europese dienst voor extern optreden (EDEO), treedt op als het eerste contactpunt met de VN, de autoriteiten van de CAR en de buurlanden, de Afrikaanse Unie (AU), de Economische Gemeenschap van Centraal-Afrikaanse Staten (ECCAS) en andere relevante internationale en bilaterale actoren.
3. The High Representative, assisted by the European External Action Service (EEAS) shall act as the primary point of contact with the UN, the CAR authorities and neighbouring countries, the African Union (AU), the Economic Community of Central African States (ECCAS), as well as with other relevant international and bilateral actors.

8. Welcomes the decision of the ECCAS heads of state to increase significantly the size of the Multinational Force of Central Africa (FOMAC) and to adopt an appropriate mission mandate to contribute to the securing of the CAR; is concerned, at the same time, that although 1 300 ECCAS troops have been deployed to the CAR, they have been unable to prevent the country from sliding into lawlessness; points out that a worsening situation in the CAR could lead to regional instability;

C. overwegende dat de Economische Gemeenschap van Centraal-Afrikaanse staten (ECCAS) op 21 december 2012 een buitengewone topbijeenkomst heeft gehouden in N'Djamena waar overeenstemming werd bereikt over een routekaart voor een oplossing van de crisis, waaronder een bestand en onmiddellijke onderhandelingen in Libreville onder de hoede van ECCAS; overwegende dat de ECCAS-top tevens besloot extra troepen te zenden ter versterking van de FOMAC/ MICOPAX;
C. whereas the Economic Community of Central African States (ECCAS) held an extraordinary summit in N’Djamena on 21 December 2012 and agreed on a roadmap for resolving the crisis, including a ceasefire and immediate negotiations in Libreville under the aegis of ECCAS; whereas the ECCAS summit also decided to send additional troops to reinforce the FOMAC/ MICOPAX mission;

11. verwelkomt de bemiddelingspogingen van regionale organisaties als de Afrikaanse Unie en de ECCAS, met name de onderhandelingen die in Libreville tussen de partijen hebben plaatsgevonden; hecht nadrukkelijk belang aan het nieuwe follow-up mechanisme dat zal worden ingesteld om op de volledige uitvoering van de bereikte akkoorden toe te zien; vraagt de EU in dit verband om de ECCAS bij het toezicht op de uitvoering van de onlangs gesloten akkoorden te steunen; vraagt de internationale gemeenschap om zich actiever in te zetten voor de CAR om aan de sinds lang bestaande problemen van dit land te doen en een duurzame politieke oplossing tot stand te brengen;
11. Welcomes the mediation efforts of regional organisations, such as the African Union and ECCAS, and especially the negotiations between the parties that took place in Libreville; stresses the importance of the new follow-up mechanism to be established in order to ensure full implementation of the agreements reached; calls, in this context, on the EU to support ECCAS in overseeing the implementation of the recent accords; calls on the international community to engage more actively with the CAR in order to address the country’s long-standing problems and to achieve a sustainable political solution;

ECCA has no specific comments on the information presented in the opening Decision, but welcomes the Commission's examination of digital terrestrial services in Sweden.
