Welcomes the Commission's commitment to propose EDF budgetisation for 2020, when the Cotonou Agreement expires; expects the Commission to honour this commitment and to take appropriate measures to facilitate incorporating the EDF into the Union's budget starting with the post-2020 MFF; is of the opinion that, in light of the current budgetary and economic crisis, the risk of EDF budgetisation leading to a decrease in the overall funding level for cooperation with ACP partners is too high at present; insists therefore that, were budgetisation to be considered for the MFF 2014-2020, it must imply transferring the entire EDF financial envelope as proposed by the Commission (EUR 30,3 billion in 2011 prices) to heading 4 on Global Europe and should under no circumstances be used as a pretext for reducing overall spending ceilings for Union's external action in general, and development assistance in particular;

15. Notes that the Sixth EDF was closed in 2006, and that the Commission plans to close the Seventh EDF in 2008; notes that, with the start of the Tenth EDF in 2008, the Commission will continue to implement four EDFs simultaneously; requests the Commission to prioritise the closure of the Seventh, Eighth and Ninth EDFs;

13. is ingenomen met het voornemen van de Commissie om de discussie over de opneming van het EOF in de begroting te heropenen in de context van de tussentijdse herziening van het 10e EOF; onderstreept dat de opneming van het EOF in de begroting de democratische controle en de controleerbaarheid van het EOF zeer ten goede zou komen; onderstreept dat opneming van het EOF in de algemene begroting van de Europese Unie tevens een duidelijk antwoord vormt op de steeds weer terugkerende problemen als gevolg van het omslachtige en langzame intergouvernementele ratificatieproces;
13. Welcomes the Commission's intention to reopen the debate on EDF budgetisation concurrently with the mid-term review of the Tenth EDF; stresses that budgetisation would greatly favour the democratic control and accountability of the EDF; stresses that integrating the EDF in the general budget of the European Union is also an appropriate way of addressing the recurrent problems linked to the slow and cumbersome nature of the intergovernmental ratification process;

Sinds de inwerkingtreding van de Overeenkomst van Cotonou zijn de middelen van de vroegere EOF's waarvoor nog geen betalingsverplichtingen waren aangegaan, overgedragen aan het 9e EOF (tot dusver 2,24 EUR miljard), maar het grootste deel van deze middelen blijft toegewezen aan dezelfde landen en regio's (en intra-ACS-samenwerking) als bij de vorige EOF's.
Since the entry into force of the Cotonou Agreement, uncommitted resources under the old EDFs have been transferred to the 9th EDF (so far EUR2.24 billion), but most of these resources remain allocated to the same countries and regions (and intra-ACP co-operation) as under the old EDFs.

In het Financieel protocol voor het 9e EOF is evenwel bepaald dat de middelen van het 9e EOF, samen met de resterende bedragen uit de vorige EOF's, moeten dienen voor de hele periode tot eind 2007.
It is however specified in the 9th EDF financial protocol that 9th EDF resources, together with balances remaining from previous EDF, will cover the period up to end 2007.

Aangezien het EOF de belangrijkste financieringsbron voor communautaire steun voor de ACS-landen is, moeten (eventuele nieuwe) bijdragen voor nieuwe initiatieven ten behoeve van de ACS-landen uit het EOF komen. Het bedrag dat in het kader van het 9e EOF voor intra-ACS-samenwerking is uitgetrokken, is te beperkt om alle initiatieven te financieren.
The EDF being the major source of funding of Community Aid to ACP countries, (any further) contributions to new initiatives for the benefit of ACP countries should come from the EDF. The amount earmarked for intra-ACP co-operation under the 9th EDF is too limited to cover all initiatives.
