284. is tevreden met het feit dat de Commissie in principe akkoord gaat met de aanbevelingen inzake peer reviews, de invoering van specifieke doelen en mijlpalen in de jaarlijkse statistische programma's, een nieuwe prioriteitstelling in het kader van het programma voor de periode 2013-2017 en een herziening van dit programma, de aanmoediging van innovatie, een betere betrokkenheid van het ESAC en een vereenvoudiging en een verbetering van de doelmatigheid van het financieel beheer van subsidies; merkt op dat de Commissie het er ook mee eens is dat een verzwakking van de prijsconcurrentie bij aanbestedingsprocedures moet worden voorkomen en dat de bestaande drempel en verhouding voor de selectie van de gunstigste offerte moeten worden aangepast, en is tevreden met het feit dat in bepalingen van het door de Commissie ingediende voorstel voor een verordening tot wijziging van Verordening (EG) nr. 223/2009 sprake is van het gebruik van forfaitaire bedragen en van instemming met het hanteren van standaardschalen van eenheidskosten;
284. Welcomes the fact that the Commission accepts in principle the recommendations on peer reviews, the introduction of precise targets and milestones in annual statistical programmes, reprioritisation and revision of the 2013-2017 programme, encouragement to innovation, a better involvement of the European Statistical Advisory Committee, simplification and improvement in the efficiency of financial management of grants; notes that the Commission also agrees to avoid a weakening of price competition in procurement procedures and to adapt the existing threshold and ratio for selecting the economically most advantageous tender and is satisfied that provisions of the proposal for a regulation amending Regulation (EC) No 223/2009 as tabled by the Commission specify the use of lump sums and agreement for using standards scales of unit costs;

42. benadrukt dat betrouwbare informatie over het gebruik van antibiotica in een aantal lidstaten nog steeds ontbreekt; benadrukt dat de nationale toezichtsystemen in de volksgezondheidssector en de veterinaire sector moeten worden verenigd in een Europees netwerk op basis van uniforme normen voor alle lidstaten, teneinde duidelijke, vergelijkbare, transparante en tijdige referentiegegevens op het gebied van antibioticagebruik te verzamelen; is van mening dat hierbij moet worden uitgegaan van de bestaande toezichtnetwerken onder auspiciën van de EFSA, het Europees Netwerk voor de surveillance van de consumptie van antimicrobiële stoffen van het ECDC (ESAC-Net), het Europees Netwerk voor de surveillance van antimicrobiële resistentie van het ECDC (EARS-Net), het Netwerk voor ziekten uit voeding en water van het ECDC (FWD-Net), en het Europees Toezicht op veterinaire antimicrobiële consumptie van het EMA (ESVAC);
42. Stresses that sound information on the use of antimicrobials in some Member States is still lacking; emphasises the importance of establishing an effective European network of national surveillance systems in the human health and veterinary sectors, based on uniform standards for all Member States, in order to compile clear, comparable, transparent and timely reference data on antimicrobial drug usage; believes this should be based on the existing monitoring networks operated by EFSA, the ECDC European Surveillance of Antimicrobial Consumption Network (ESAC-net), the ECDC European Antimicrobial Resistance Surveillance Network (EARS-net), the ECDC Food- and Waterborne Disease Network (FWD-Net), and the EMA European Surveillance of Veterinary Antimicrobial Consumption (ESVAC);

WELCOMES the recent establishment of the European Statistical Advisory Committee (ESAC) and the European Statistical Governance Advisory Board (ESGAB), which together with the adoption of the new Regulation on European Statistics forms important cornerstones of the revamped European Statistical System governance structure.
