Definition: The common themes that are shared by dissociative or conversion disorders are a partial or complete loss of the normal integration between memories of the past, awareness of identity and immediate sensations, and control of bodily movements. All types of dissociative disorders tend to remit after a few weeks or months, particularly if their onset is associated with a traumatic life event. More chronic disorders, particularly paralyses and anaesthesias, may develop if the onset is associated with insoluble problems or interpersonal difficulties. These disorders have previously been classified as various types of conversion hysteria . They are presumed to be psychogenic in origin, being associated closely in time with traumatic events, insoluble and intolerable problems, or disturbed relationships. The symptoms often represent the patient's concept of how a physical illness would be manifest. Medical examination and investigation do not reveal the presence of any known physical or neurological disorder. In addition, there is evidence that the loss of function is an expression of emotional conflicts or needs. The symptoms may develop in close relationship to psychological stress, and often appear suddenly. Only disorders of physical functions normally under voluntary control and loss of sensations are included here. Regrets that according to the Court of Auditors' annual report, the staff costs claimed by beneficiaries are not usually being verified on the basis of original supporting documentation, even though the Centre’s ex ante verifications of grants (awarded on an annual basis to a network of national partners) consist of a comprehensive desk-analysis of cost claims submitted by grant beneficiaries, as well as a review of certificates obtained from external auditors which were contracted by the beneficiaries or of certificates from independent public officers; regrets the fact that related ex post verifications were last carried out in 2009 and stresses the need to carry out ex post verifications in order to enhance the procedure; notes with concern that according to the Court of Auditors' findings, ex ante verifications provide only limited assurances and suggests that ex ante verification procedures should be strengthened; calls on the Centre to address this issue and to report to the discharge authority on the steps taken within the framework of the 2012 discharge follow-up;

Recalls that the Joint Undertaking adopted an ex post audit strategy in 2010 that is a key tool in assessing the legality and regularity of the underlying transactions and that its implementation started in 2011; notes that the audit of project cost claims has been delegated to the National Funding Authorities (NFAs) of the Member States however the administrative agreements signed with the NFAs do not include the practical arrangements for those audits; further notes from the Joint Undertaking that the various financing schemes and national rules in place in the different Member States imply that ex-post audit is only feasible on completed projects and request to be informed of the results of the audits performed; reiterates that the Joint Undertaking should reinforce without delay the quality of its ex-ante controls in particular for the grant management, requests that the discharge authority is informed of the results of the following ex-post audit processes conducted by the Joint Undertaking;

2. 29. Regrets that the Commission does not systematically collect audits and evaluations from delegations and therefore has not been able to react in a timely manner to a request from the rapporteur to receive a number of audit and evaluation reports; regards this as confirmation of Headquarters' lack of an overview of audit and evaluation activities; notes that lists of audits received by the rapporteur in some cases contained wrong information about the prices of an audit, the size of the underlying project etc.; regards this as a further confirmation of Headquarters' lack of an overview of audit activities;

Stresses that, in brief, external scrutiny of the agencies must comprise the following elements: judicial supervision as described, financial and budgetary control exercised jointly by Parliament, the Council and the Court of Auditors when the budget is drawn up and adopted and during the discharge procedure, political scrutiny exercised primarily by Parliament, in particular through informal monitoring of the agency's work by the specialised parliamentary committees, scrutiny by the European Ombudsman in order to ascertain that administration is in accordance with sound management principles, and supervision by the agency's "users" and the general public;

1.4. Controle: deze functie houdt in dat de feiten waarop de aanvragen om goedkeuring of betaling zijn gebaseerd, moeten worden gecontroleerd om nogmaals na te gaan of zij voldoen aan de voorschriften van de financieringsovereenkomst en de voorwaarden en criteria van de vastlegging.
