In de strategie wordt erkend dat een aanpak op maat is vereist voor de zeven zeegebieden van Europa (Adriatische en Ionische Zeede Noordelijke IJszeede Atlantische Oceaande Oostzeede Zwarte Zeede Middellandse Zee en de Noordzee).
It also recognises that tailored approaches need to be taken in relation to Europe's 7 sea basins (Adriatic and Ionian SeasArctic OceanAtlantic OceanBaltic SeaBlack SeaMediterranean Sea and North Sea).
