MEDEDELING VAN DE COMMISSIE OVER DE VOORUITZICHTEN VOOR INTERNATIONALE SAMENWERKING OP HET GEBIED VAN ONDERZOEK EN TECHNOLOGISCHE ONTWIKKELING - RESOLUTIE VAN DE RAAD Naar aanleiding van de besprekingen die zowel in het CREST als in het Comité van Permanente Vertegenwoordigers hebben plaatsgevonden over de mededeling van de Commissie over de vooruitzichten voor internationale samenwerking op het gebied van onderzoek en technologische ontwikkeling, heeft de Raad de volgende resolutie aangenomen : "DE RAAD VAN DE EUROPESE UNIE, na kennis te hebben genomen van de mededeling van de Commissie van 20 oktober 1995 over de vooruitzichten voor internationale samenwerking op het gebied van OTO en rekening houdend met het advies van CREST, (1) ONDERSCHRIJFT de onderstaande vijf algemene doelstellingen van het toekomstige beleid van de Gemeenschap met het oog op versterking en uitbreiding van de samenwerking met derde landen op het gebied van OTO : - verbetering van de Europese concurrentiepositie en ontwikkeling van technologieën voor toekomstige markten ; - ontwikkeling van partnerschappen op het gebied van wetenschap en technologie, in het bijzonder met derde landen die voor de Gemeenschap van strategisch belang zijn ; - gedeelde verantwoordelijkheid en ontplooiing van OTO-activiteiten inzake de economische en sociale uitdagingen ; - bevordering van OTO waarbij wordt ingespeeld op de behoeften en prioriteiten van de ontwikkelingslanden ten behoeve van hun duurzame economische groei ; - W T-informatie delen en bijdragen tot grootschalige, grensverleggende wetenschap en technologie (2) BENADRUKT dat samenwerking met derde landen op het gebied van OTO gebaseerd moet blijven op de volgende beginselen : subsidiariteit ; wederzijds voordeel ; coherentie met het beleid van de Gemeenschap op de overige gebieden, in het bijzonder met het buitenlands beleid van de Unie ; doelmatigheid en kwaliteit (3) ONDERSTREEPT dat om economische, politieke en geografische redenen een gediff ...
COMMISSION COMMUNICATION ON PERSPECTIVES FOR INTERNATIONAL COOPERATION IN THE FIELD OF RESEARCH AND TECHNOLOGICAL DEVELOPMENT - COUNCIL RESOLUTION Following the discussions which have taken place on the Commission's communication on perspectives for international cooperation in research and technological development, both in CREST and in the Permanent Representatives Committee, the Council adopted the following resolution : "THE COUNCIL OF THE EUROPEAN UNION, Having examined the Commission communication of 20 October 1995 on Perspectives for International Cooperation in the field of RTD, and in the light of the opinion of the Scientific and Technical Research Committee (CREST), (1) ENDORSES the five overall objectives for future Community policy further to strengthen and increase cooperation in RTD with third countries, as follows: - strengthen European competitiveness and develop technologies for future markets; - develop partnership in science and technology, in particular with third countries of strategic interest to the Community; - share responsibility and conduct RTD on economic and social challenges; - promote RTD relevant to the needs and priorities of developing countries for fostering their sustainable growth; - share ST information and contribute to large scale and frontier science and technology (2) EMPHASIZES that cooperation with third countries in the field of RTD should continue to be based on the following principles: subsidiarity; mutual benefit; consistency with other Community policies, in particular the Union's external policies; efficiency and quality (3) UNDERLINES the need for a differentiation in approach between the different third country partners for economic, political and geographical reasons.
