In order to allow national regulatory authorities to meet the objectives set out in the Framework Directive and the Specific Directives, in particular concerning end-to-end interoperability, the scope of the Framework Directive should be extended to cover certain aspects of radio equipment and telecommunications terminal equipment as defined in Directive 1999/5/EC of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity and consumer equipment used for digital television, in order to facilitate access for disabled users.

(20) Overwegende dat de Commissie een voorstel heeft ingediend voor een richtlijn van de Raad en het Europees Parlement betreffende aangesloten telecommunicatieapparatuur en de wederzijdse erkenning van de conformiteit van de apparatuur tot vervanging van Richtlijn 98/13/EG van het Europees Parlement en de Raad van 12 februari 1998 betreffende eindapparatuur voor telecommunicatie en apparatuur voor satellietgrondstations alsmede inzake de onderlinge erkenning van de conformiteit van die apparatuur (11); dat terzake dienstige geharmoniseerde normen, die door het ETSI zijn opgesteld en krachtens Richtlijn 98/13/EG zijn erkend, het vrije verkeer van eindapparatuur, ook voor UMTS, zullen waarborgen;
(20) Whereas a proposal was presented by the Commission for a Council and European Parliament Directive on connected telecommunications equipment and the mutual recognition of the conformity of equipment to replace European Parliament and Council Directive 98/13/EC of 12 February 1998 relating to telecommunications terminal equipment and satellite earth station equipment, including the mutual recognition of their conformity (11); whereas appropriate harmonised standards developed by ETSI and recognised under Directive 98/13/EC will ensure free movement of terminal equipment including for UMTS;

Access conditions related to terminal equipment are considered to be fulfilled when the terminal equipment complies with the approval conditions set out for its connection to the network termination point of the type of leased line concerned, in accordance with Directive 91/263/EEC (6).
