In het licht van de vele reacties die de Commissie in de loop van de raadplegingsronde over haar Groenboek ontving [5], stelt zij in deze strategische evaluatie van de energiesituatie voor om het Europese energiebeleid te baseren op:

33. wenst Bulgarije geluk met de stappen die zijn gezet om te zorgen voor een hoog niveau van nucleaire veiligheid bij de kernreactor van Kozloduy; constateert dat de werkgroep atomaire vraagstukken van de Raad een uitermate gunstig rapport heeft uitgebracht over dit hoog niveau van nucleaire veiligheid en constateert welke bijdrage Bulgarije heeft geleverd aan de energievoorziening in de regio; erkent dat Bulgarije tijdens de toetredingsonderhandelingen met de EU belangrijke compromissen heeft gesloten met een aanzienlijke impact op de toekomstige energiesituatie zowel landelijk als in de regio; maakt zich zorgen dat een ingrijpende vermindering van de reservegeneratiecapaciteiten in de regio voorspeld is voor 2010-2012; hamert derhalve op het belang van nieuwe capaciteit om de gunstige energiesituatie van Bulgarije op een duurzame basis te handhaven alsmede garanties te bieden voor de veiligheid van de elektriciteitslevering in de regio en het bereiken van de targets van het Kyotoprotocol; dringt erop aan dat de Commissie de ontwikkelingen nauwgezet volgt en elke mogelijke hulp op dit terrein verleent; verzoekt de Raad als ondertekenaar van de overeenkomst over sluiting van de centrale van Kozloduy de risico's te erkennen van blackouts in veel landen in de regio en derhalve bereid te zijn deze overeenkomst flexibeler toe te passen tot een nieuwe generatiecapaciteit in Bulgarije operationeel kan worden zonder evenwel afbreuk te doen aan de veiligheidsbepalingen die absolute prioriteit moeten krijgen;
33. Congratulates Bulgaria on the steps taken to ensure a high level of nuclear safety at the Kozloduy Nuclear Power Plant; notes that the Council's Atomic Questions Group has delivered a most favourable report on that high level of nuclear safety and notes the significant contribution by Bulgaria to energy supply in the wider region; recognises that, in the course of accession negotiations with the EU, Bulgaria made considerable compromises with a significant impact on the future energy situation both nationally and in the region; expresses concern that a considerable decrease in the region's reserve generating capacities has now been forecast for 2010-2012; emphasises therefore the importance of new capacity construction for maintaining Bulgaria's favourable energy situation on a sustainable basis as well as guaranteeing the security of electricity supply in the region and achieving Kyoto Protocol targets; insists that the Commission must closely monitor developments and provide every assistance in this regard; and calls on the Council, as signatory to the Kozloduy plant closure agreement, to be cognisant of the consequent risk of blackouts in many countries in the region and, therefore, to be prepared to view the closure dates within that agreement more flexibly until new generation capacity can come on stream in Bulgaria, without in any way jeopardising safety requirements, which must take absolute priority;
