8. onderstreept dat sociale investeringen moeten worden gemonitord in het kader van een pact voor sociale investeringen naar het model van het „Euro Plus Pact”, dat het economische en budgettaire bestuurskader van de Unie moet versterken en investeringen in sociale huisvesting moet omvatten; benadrukt ook dat er doelstellingen inzake sociale investeringen voor de lidstaten moeten worden gesteld om de werkgelegenheids-, sociale en onderwijsdoelstellingen van de Europa 2020-strategie te behalen; stelt met tevredenheid vast dat dit voorstel wordt versterkt door de conclusies van de Europese Raad van december 2012 waarin wordt benadrukt dat „in het preventieve deel van het stabiliteits- en groeipact (.) gebruik [kan] worden gemaakt van de mogelijkheden die het bestaande begrotingskader van de EU biedt om een evenwicht te scheppen tussen de behoeften inzake productieve overheidsinvesteringen en de doelstellingen op het gebied van begrotingsdiscipline”; verzoekt de Commissie deze sociale investeringen beter te volgen aan de hand van een scorebord met indicatoren over de op nationaal en EU-niveau gedane investeringen, waarbij voor de investeringen in sociale huisvesting rekening wordt gehouden met de ontwikkeling van de huisvestingskosten en van het aantal aanvragers in afwachting van een woning in de lidstaten; vraagt voorts alle lidstaten het herziene Europees Sociaal Handvest te ratificeren, waarvan met name artikel 31 aandacht verdient;

Emphasises the need to monitor social investment as part of a ‘social investment pact’ modelled on the Euro Plus Pact and designed to strengthen the Union’s economic and budgetary governance and including investment in social housing; emphasises as well the need for social investment targets for the Member States to meet with a view to attaining the social, employment and education objectives laid down under the Europe 2020 strategy; welcomes the conclusions of the December 2012 European Council meeting which stress that ’the possibilities offered by the EU’s existing fiscal framework to balance productive public investment needs with fiscal discipline objectives can be exploited in the preventive arm of the Stability and Growth Pact’, thus bearing out the validity of this proposal; calls on the Commission to monitor social investment more closely, using a scoreboard based on indicators of investment at Member-State and EU level, which, in connection with social housing investment, takes account of changes in housing costs and in the number of people waiting to be allocated housing in the Member States; further calls on all Member States to ratify the revised European Social Charter, with special regard to Article 31;

For these reasons, and because the Euro Plus Pact, agreed by the Heads of State or government of the Member States whose currency is the euro, provides that the development of a CCCTB ‘could be a revenue-neutral way forward to ensure consistency among national tax systems while respecting national tax strategies, and to contribute to fiscal sustainability and the competitiveness of European businesses’, it is of vital importance that Member States whose currency is the euro are able to meet their budgetary commitments, in order to safeguard the stability of the euro area as a whole, and it is desirable that the CCCTB is applied as soon as possible to as many companies as possible.
