In spite of significant policy measures in this area (e.g. the Directives on professional recognition, the Commission Action Plan on Skills and Mobility or the Mobility Action Plan adopted by the Nice European Council) and various instruments that were introduced to support these policies (European curriculum vitae, EuroPass, ECTS credits, NARICs, Diploma Supplement), progress has been much slower than expected.
