Calls therefore on the High Representative/Vice-President and Member States to make substantial efforts to explore synergies in dual civil-military use of strategic airlift capacities; welcomes the cooperation between the Monitoring and Information Centre (MIC) and the European Union Movement Planning Cell (EUMPC) in the EU disaster response effort in Pakistan in this regard; calls on Member States to substantially increase air transport capabilities pooled in the European Air Transport Command (EATC) while ensuring dual civil-military use of these capabilities; welcomes in this regard the proposal by the Belgian Presidency to establish a multinational helicopter corps in the framework of the EATC to be used for both civilian and military tasks;

Supports the actions of the TRESS network, and believes that it should undertake an ongoing investigation of the different types of mobility, with a view to adapting them to Community legislation; calls on the Commission to include employers and trade unions in this network, recalling that it is often employers who support workers over legal issues relating to social insurance or obtaining documents needed in order to work; stresses that the EURES databases need to be easy to access and must be updated regularly and that the widest possible access to them must be ensured; considers that the Network on Free Movement within the European Union should collaborate structurally and institutionally with the TRESS network;

In een op 31 januari te Dublin gehouden rede, tijdens een door de Irish Council of the European Movement en de Europese Stichting tot verbetering van de levens- en arbeidsomstandigheden georganiseerde conferentie, heeft de heer Flynn, commissaris voor werkgelegenheid en sociale zaken, een overzicht gegeven van de benadering van de Commissie wat betreft de komende onderhandelingen over de financiële bijstandverlening door de Structuurfondsen in verband met werkgelegenheid en de ontwikkeling van het menselijk potentieel.
Speaking in Dublin at a conference organised by the Irish Council of the European Movement and the European Foundation for the Improvement of Living and Working Conditions, on 31 January, Mr Flynn, Commissioner for Employment and Social Affairs, outlined the Commission's approach to the forthcoming negotiations for Structural Fund financing in relation to employment and the development of human resources.
