Met het oog op de verwezenlijking van de in artikel 52, lid 2, en artikel 53, lid 2, van Verordening (EU) nr. 1305/2013 genoemde doelstellingen inzake netwerkvorming voor het platteland op Europees niveau van respectievelijk het ENPO en het EIP-netwerk, en met het oog op de uitvoering van de in artikel 52, lid 3, en artikel 53, lid 3, van diezelfde verordening genoemde taken van respectievelijk het ENPO en het EIP-netwerk, moet een vergadering van netwerken voor het platteland worden opgericht, waarvan tevens de taken en de structuur moeten worden vastgesteld, overeenkomstig het witboek van de Commissie over Europese governance en de mededeling van de voorzitter aan de Commissie over een kader voor deskundigengroepen van de Commissie — horizontale voorschriften en openbaar register (hierna „het kader voor deskundigengroepen van de Commissie” genoemd).
With a view to achieve the objectives of rural networking at the European level set up in Articles 52(2) and 53(2) of Regulation (EU) No 1305/2013, and to carry out the tasks provided for in Articles 52(3) and 53(3) of that Regulation for the ENRD and the EIP network respectively, it is necessary to set up a Rural Networks' Assembly and to define its tasks and its structure, in accordance with the White Paper from the Commission entitled European governance , and in accordance with the Communication from the President to the Commission entitled Framework for Commission expert groups: horizontal rules and public register ( ‘Framework for Commission expert groups’).

Bovendien is het zo dat er wel veel debatten zijn gevoerd over het stedelijk beleid, maar niet over het platteland. De toekomst van dat platteland is gekoppeld aan de tweede pijler van het gemeenschappelijk landbouwbeleid, en er is drastisch bezuinigd op de daarvoor gereserveerde kredieten.
In addition, whilst urban policies have been at the heart of a number of debates, the same has not been true of the rural world, the future of which is now linked to the second pillar of the CAP, even though its appropriations have been drastically cut.

23. vestigt de aandacht op het feit dat opneming van rechtstreekse inkomenssteun in het plattelandsbeleid, zou moeten worden opgenomen in de zogeheten "Groene doos" van de Wereldhandelsorganisatie en verzoekt de Commissie derhalve zich over deze mogelijkheid te buigen, teneinde een steunregeling te creëren, die zo min mogelijk verstoringen met zich meebrengt voor de mededinging en de toekomst van het platteland veiligstelt;
23. Draws attention to the fact that making direct income support part of rural policy would place it in the WTO Green Box, for which reason it calls upon the Commission to consider such a possibility with a view to devising a support scheme which creates as little distortion to competition as possible and which helps to maintain a viable, sustainable rural environment;

22. vestigt de aandacht op het feit dat opneming van rechtstreekse inkomenssteun in het plattelandsbeleid, zou moeten worden opgenomen in de zogeheten "Green box" van de WTO, en verzoekt de Commissie derhalve zich over deze mogelijkheid te buigen, teneinde een steunregeling te creëren, die zo min mogelijk verstoringen met zich meebrengt voor de mededinging en de toekomst van het platteland veiligstelt;
