12.3 Wanneer de betaling niet binnen de in lid 1 bedoelde termijn wordt verricht, en onverminderd het bepaalde in lid 2, kan de begunstigde, mits hij daarom verzoekt binnen twee maanden na de ontvangst van de laattijdige betaling, aanspraak maken op rente berekend tegen de rente voet die door het Europees Monetair Instituut voor zijn transacties in euro wordt gehan teerd, vermeerderd met anderhalf procentpunt.
12.3 On expiry of the time limit specified in the first paragraph and without prejudice to the second paragraph, the beneficiary may, within two months of receiving the late payment, claim interest at the rate applied by the European Monetary Institute to its operations in euros plus one and a half percentage points.

(17) Whereas the Treaty has conferred certain statistical responsibilities on the European Monetary Institute, which it shall exercise without seeking or taking instructions from Community institutions or bodies, from any Government of a Member State or from any other body; whereas it is important to ensure appropriate coordination between the relevant tasks of the authorities at national and Community level which contribute to the production of Community statistics on the one hand, and the functions of the European Monetary Institute on the other;
