Het Europees Parlement stelt vast dat in Verordening (EU) nr. 233/2014 van het Europees Parlement en de Raad van 11 maart 2014 tot vaststelling van een financieringsinstrument voor ontwikkelingssamenwerking voor de periode 2014-2020, Verordening (EU) nr. 232/2014 van het Europees Parlement en de Raad van 11 maart 2014 tot vaststelling van een Europees nabuurschapsinstrument, Verordening (EU) nr. 234/2014 van het Europees Parlement en de Raad van 11 maart 2014 tot vaststelling van een partnerschapsinstrument voor samenwerking met derde landen en Verordening (EU) nr. 231/2014 van het Europees Parlement en de Raad van 11 maart 2014 tot vaststelling van een instrument voor pretoetredingssteun (IPA II) geen uitdrukkelijke verwijzing is opgenomen naar de mogelijkheid om de steun op te schorten wanneer een begunstigd land de fundamentele beginselen van het betrokken instrument, en met name de beginselen van de democratie, de rechtsstaat en de eerbiediging van de mensenrechten, niet naleeft.

The European Commission considers that the rules for implementing cross-border cooperation programmes as set out in Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and other specific, more detailed implementing rules in Regulation (EU) No 232/2014 of the European Parliament and of the Council of 11 March 2014 establishing a European Neighbourhood Instrument and in Regulation (EU) No 231/2014 of the European Parliament and of the Council of 11 March 2014 establishing an Instrument for Pre-Accession Assistance (IPA II), aim at supplementing the basic act and should therefore be delegated acts to be adopted on the basis of Article 290 TFEU.
