Om aan dit fenomeen iets te doen, dragen de relaiscentra voor Innovatie (EN) en het netwerk van innoverende regio's in Europa (EN) bij tot de verspreiding van de innovatiecultuur.
To remedy this problem, the Innovation Relay Centres and the Innovating Regions in Europe network aim to disseminate a culture of innovation.

Het initiatief zal verschillende elementen omvatten: een Europees netwerk van toponderzoek om de capaciteitsopbouw voor de ontwikkeling en de evaluatie van programma's op het gebied van sociale innovatie te bevorderen; een Europees onderzoeksproject op het gebied van sociale innovatie om bruikbare methoden en concrete effectmetingen te ontwikkelen; de vaststelling van gemeenschappelijke beginselen inzake het ontwerp, de uitvoering en de evaluatie van kleinschalige projecten om beleidsinnovaties (of hervormingen) te testen alvorens ze op grotere schaal toe te passen (sociale experimenten); communicatie en voorlichting over lopende projecten op het gebied van sociale innovatie; een "stuurgroep op hoog niveau", die voor advies en richtsnoeren met betrekking tot de ontwikkeling van acties zal zorgen.
Comprised within the initiative will be: A European research excellence network to promote capacity building for the design and evaluation of social innovation programmes. A European research project in the area of social innovation aimed at devising workable methods and concrete impact measurements. The definition of common principles on the design, implementation and evaluation of small scale projects designed to test policy innovations (or reforms) before adopting them more widely (social experiments).

Bij dit besluit worden de organisatiestructuur en de werking van het Europees netwerk voor plattelandsontwikkeling (hierna „het ENPO” genoemd) en het Europees partnerschap voor innovatie-netwerk voor productiviteit en duurzaamheid in de landbouw (hierna „het EIP-netwerk” genoemd) vastgesteld door een vergadering en een stuurgroep op te richten en hun samenstelling, taken en werkingsregels vast te stellen.
This Decision sets out the organisational structure and operation of the European network for rural development (‘the ENRD’) and of the European Innovation Partnership network for agricultural productivity and sustainability (‘the EIP network’) by setting up an Assembly and a Steering Group, providing for their composition and their tasks and laying down rules for their operation.
