Welcomes wholeheartedly the initiative of a victims’ package by the Commission and considers it highly important to strengthen the rights and support for victims of crime in the EU; supports a mechanism in the context of either civil or criminal proceedings; is of the opinion that some additional safeguards and specific measures should be provided to specific groups of victims such as victims of terrorism. These measures concern the compensation, commemoration and support of the victims; coverage and assistance (including psychological and social assistance) when they are outside of the EU; social recognition (memory); protection of the moral integrity by the media; financial help, and stress the need for a Charter of European Rights for Victims of Terrorism;
