De Commissie moet de privéinitiatieven die gericht zijn op de uitwisseling van goede werkwijzen en ervaringen tussen de innovatoren analyseren en aanvullen (zonder ze over te nemen), via netwerken, internetplatformen, conferenties enz. Het EESC ondersteunt dergelijke initiatieven al door samen met de Commissie een nieuw platform voor de circulaire economie te beheren.
The Commission should analyse and complement (but not replace) private initiatives for the exchange of good practice and experience between innovators through internet platforms, networks, conferences, etc. The EESC is already supporting such initiatives by jointly managing a new circular economy platform with the European Commission.

K. overwegende dat een ambitieus Europees pakket inzake de circulaire economie zakelijke kansen biedt, de toegang tot grondstoffen zekerstelt en het productieve gebruik ervan verlengt (middels hergebruik, revisie, recycling en gebruik als reserveonderdeel), voor hoogwaardige recycling aan het eind van de levensduur zorgt en alle bijproducten en afvalstoffen verwerkt als waardevolle hulpbronnen voor verder gebruik;
K. whereas an ambitious European circular economy package creates business opportunities, secures access to primary materials, prolongs their productive use (through reuse, remanufacturing, recycling or as spare parts), guarantees high-quality recycling processes once they reach their end of life, and treats all by-products and waste as valuable resource streams for further use;

Via het platform zullen de Commissie, de EIB, nationale stimuleringsbanken, institutionele beleggers en andere belanghebbenden worden verenigd om de aandacht te vestigen op investeringsmogelijkheden in de circulaire economie, beste praktijken te stimuleren bij potentiële projectontwikkelaars, projecten en hun financiële behoeften te analyseren, en advies te geven over structuur en financierbaarheid.
The Platform will bring together the Commission, the EIB, National Promotional Banks, institutional investors and other stakeholders, raising awareness of circular economy investment opportunities and promoting best practices amongst potential promoters, analysing projects and their financial needs, and providing advice on structuring and bankability.

Om de overgang naar de circulaire economie concreet te verwezenlijken, roept de Commissie ook het Europees Parlement en de Raad op om overeenkomstig de gezamenlijke verklaring over de wetgevingsprioriteiten van de Unie voor 2017 over te gaan tot de vaststelling van de voorstellen inzake afvalwetgeving.
To make the transition to the circular economy happen on the ground, the Commission also calls on the European Parliament and Council to progress with the adoption of the waste legislation proposals, in line with the Joint Declaration on the EU's legislative priorities for 2017.

6. vindt dat het pakket voor een circulaire economie, overeenkomstig de aanbevelingen van het Europees platform voor efficiënt hulpbronnengebruik, bepalingen houdende de vaststelling van een EU-pakket voor klimaat en energie en het zevende milieu-actieprogramma moet omvatten, een alomvattend beleidskader dat de onafhankelijkheid van Europa van hulpbronnen aanzienlijk vergroot, met concrete beleidsdoelstellingen en en betere integratie en stroomlijning van de bestaande beleidsinstrumenten, bijvoorbeeld de volledige tenuitvoerlegging en uitbreiding van de richtlijn inzake ecologisch ontwerp en de richtlijn betreffende de toekenning van de milieukeur naar diverse productsoorten en naar de dimensie hulpbronnenefficiëntie; onderstreept dat de instrumenten en maatregelen moeten zorgen voor echte kansen voor en een actieve deelname van kmo's, als belangrijke actoren, en van ondernemingen van de sociale economie en plaatselijke overheden in de circulaire economie; onderstreept dat het kader ook concrete maatregelen moet omvatten voor nieuwe duurzame en plaatselijke werkgelegenheid, onevenredige administratieve eisen moet vermijden en voor huishoudens niet tot te hoge kosten moet leiden;

Calls for the CEP to include provisions establishing, in line with the recommendations of the European Resource Efficiency Platform, the EU Climate and Energy package and the Seventh Environment Action Programme, a comprehensive policy framework significantly increasing Europe’s resource independence through concrete policy objectives and better integration and streamlining of existing policy tools, such as by fully implementing and strengthening the Ecodesign and Ecolabelling Directives to various product types and to the resource-efficiency dimension; insists that tools and measures must ensure real opportunities for, and the active participation of, SMEs, as key players, but also social economy enterprises and local authorities in the circular economy; stresses that the framework should include concrete policies for sustainable and local job creation, avoid disproportionate administrative requirements and remain affordable for households;

68. verzoekt de Commissie, aangezien het duurzaam en verantwoord betrekken van primaire grondstoffen cruciaal is om hulpbronnenefficiëntie te realiseren en de doelstellingen van de circulaire economie te halen, de beleidsaanbevelingen van het Europees Platform voor hulpbronnenefficiëntie te herzien met het oog op de ontwikkeling van duurzame normen voor het betrekken van prioritaire materialen en goederen; wijst in dit verband op de gezamenlijke steun van het Parlement en de Raad voor de voorstellen van de Commissie inzake het verantwoord betrekken van metalen en mineralen uit conflictgebieden;
68. Calls on the Commission, given that the sustainable and responsible sourcing of primary raw materials is critical for achieving resource efficiency and meeting the circular economy objectives, to review the policy recommendations of the European Resource Efficiency Platform for the development of sustainable sourcing standards for priority materials and commodities; notes, in this respect, the joint support of Parliament and the Council for the Commission’s proposals on responsible sourcing of metals and minerals from conflict zones;
