In order to allow national regulatory authorities to meet the objectives set out in the Framework Directive and the Specific Directives, in particular concerning end-to-end interoperability, the scope of the Framework Directive should be extended to cover certain aspects of radio equipment and telecommunications terminal equipment as defined in Directive 1999/5/EC of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity (10) and consumer equipment used for digital television, in order to facilitate access for disabled users.

De DVB komt overeen met een industrieel consortium dat is goedgekeurd door het Europees Normalisatie-instituut voor de telecommunicatie (ETSI) dat normen ontwikkelt voor digitale video-omroep.

In zijn opmerkingen betoogt Italië evenwel dat, aangezien de overschakeling naar digitale televisie een project van gemeenschappelijk Europees belang is dat deel uitmaakt van een bovennationaal Europees programma dat door verschillende lidstaten wordt gesteund, de afwijking van artikel 87, lid 3, onder b), van het EG-Verdrag van toepassing is, in lijn met de arresten van het Hof van Justitie in de zaken-Glaverbel (51).
Yet, in its submissions Italy argues that as the switchover is a project of common European interest as part of a transnational programme backed by various Member States, the waiver in Article 87(b)(3) should apply in line with the Court of Justice ruling in Exécutif régional wallon and SA Glaverbel v Commission (51).

Ook in het geval van de openbare omroep RAI hadden, in de aanname dat er openbare-dienstverplichtingen waren in verband waarmee investeringen in digitale televisie werden uitgevoerd, de kosten van die investeringen precies moeten worden geïdentificeerd zodat een passend compensatiebedrag kon worden vastgesteld.
Even in the case of the public service broadcaster RAI, if there were public service obligations in relation to investments in digital TV, the cost of these investments should have been clearly identified so as to allow an appropriate level of compensation.

De Europese Commissie speelt een actieve rol in de ontwikkeling van digitale televisie en, in ruimere zin, in de toekomst van digitale omroep en de omschakeling naar deze nieuwe technologie.
In this context, the European Commission takes an active interest in the development of digital television and, more generally, in the future of digital broadcasting and in the migration to this new technology.

[12] Deze aanpak sluit ook aan bij de oproep van het Europees Parlement aan "de Commissie en de lidstaten om de ontwikkeling van digitale televisie en de beschikbaarheid van digitale televisie voor het grote publiek tot een topprioriteit op de politieke agenda te maken".
