TRADUCTIONS EN CONTEXTE

The 1999 European Councils of Cologne and Helsinki gave new impetus to European security and defence policy through the definition of a headline goal to be achieved by 2003; and with the creation of new EU structures such as the Political and Security Committee, the EU Military Committee and the EU Military Staff. The European Capability Action Plan (ECAP), which seeks to fill EU capability shortfalls, is likely to include off-the-shelf procurement and collaborative programmes as well as defence research and technology measures.

Voor algemene oriëntatie, bewaking van de voortgang en aanpassing van financieringsmethoden aan de voorstellen in het kader van het Europees vermogensactieplan is actieve betrokkenheid van de Europese Raad en de ministers van Defensie noodzakelijk, zodat de dynamiek niet verloren gaat en er het vereiste politieke gezag voor snelle besluitvorming is.
Overall guidance, monitoring of progress and matching financing methods to ECAP proposals will require the active involvement of both the European Council and Defence Ministers in order to maintain impetus and to provide the necessary political authority to ensure rapid decisions.

Het Europees Vermogensactieplan, dat in een geest van transparantie zal worden uitgevoerd, is voornamelijk gericht op het aanvullen van restlacunes.
The European Capability Action Plan, which will be implemented in a spirit of transparency, is mainly designed to rectify the remaining deficiencies.

De lidstaten zijn tevens een Europees vermogensactieplan overeengekomen (zie hoofdstuk III); daarin zijn opgenomen alle - zowel nationale als multinationale reeds geleverde dan wel geplande inspanningen, investeringen, ontwikkelingen en coördinatiemaatregelen om de bestaande middelen te verbeteren en geleidelijk de voor de acties van de Unie vereiste vermogens te ontwikkelen.
Member States also agreed on a "European Capability Action Plan" (see Chapter III) incorporating all the efforts, investments, developments and coordination measures executed or planned at both national and multinational level with a view to improving existing resources and gradually developing the capabilities necessary for the Union's activities.
