The second action, the "European Voluntary Service", is aimed at young people aged in principal between 18-25 who undertake to carry out a non-profit-making and unpaid activity for the benefit of the community for a limited period of time (maximum 12 months), as an informal educational experience.

Voor de jeugd, tenslotte, wordt een apart programma voorgesteld in verband met de specifieke aard van de acties, doelstellingen en doelgroep; hierbij wordt de nadruk gelegd op het nut van informeel onderwijs en wordt voortgebouwd op de ervaring die is opgebouwd met de twee lopende programma's "Jeugd voor Europa" en "Europees vrijwilligerswerk voor jongeren".

In the opinion adopted at its Plenary Session on l9 March (rapporteur: Mr Georgio Liverani, Workers' Group, Italy), the Economic and Social Committee expressed support for the "European voluntary service for young people" scheme proposed by the Commission for the years l998-2002.
