Recalling the European Charter on Environment and Health adopted at the First European Conference on Environment and Health of the World Health Organization in Frankfurt-am-Main, Germany, on 8 December 1989,

I. is, overwegende dat de handel in mensen een verwerpelijk en zorgwekkend verschijnsel is dat gepaard gaat met seksuele uitbuiting en uitbuiting van arbeidskracht onder dwang onder op slavernij gelijkende omstandigheden, verheugd over de vooruitgang die geboekt is dankzij de afronding van het kaderbesluit betreffende de bestrijding van mensenhandel; dringt er bovendien bij de Raad en de Commissie op aan de strijd voort te zetten met een verbeterde internationale coördinatie en uitwisseling van informatie tussen de betrokken organen om te waarborgen dat de mensenhandelaars worden veroordeeld, dat de fondsenvoorziening door de regeringen wordt verbeterd en dat deze zich verbinden tot het aanpakken van de wortels van het probleem, zodat de verplichtingen worden nagekomen die zijn vervat in de verklaring van Brussel die werd afgelegd op de Europese conferentie inzake de preventie en bestrijding van de mensenhandel - een uitdaging aan de wereld voor de 21ste eeuw, georganiseerd door de IOM en de Europese Commissie; dit moet het belangrijkste instrument worden voor de toekomstige beleidsvorming op dit gebied, dat als leidraad voor het Europees Parlement, de Commissie en de Raad moet dienen,
I. having regard to the fact that trafficking in human beings is an abhorrent and worrying phenomenon involving coercive sexual exploitation and labour exploitation in conditions akin to slavery, welcomes the progress made through finalising the Framework Decision to combat trafficking in human beings. In addition, urges the Council and the Commission to continue the fight with improved international coordination and information exchange between relevant agencies to secure criminal convictions of traffickers, improved funding from governments and a commitment to tackling the root causes of the problem, thereby enacting the commitments made in the Brussels Declaration at the European Conference on Preventing and Combating Trafficking in Human Beings – Global Challenge for the 21 Century organised by the IOM and the European Commission. This should become the main instrument for future policy making in this field and be followed by the European Parliament, European Commission and the Council,

26. beklemtoont het belang van een snelle tenuitvoerlegging van de verplichtingen die in het kader van de verklaring van Brussel zijn aangegaan op de Europese Conferentie inzake de voorkoming en bestrijding van mensenhandel;
26. Stresses the importance of giving speedy effect to the commitments made in the Brussels Declaration of the European Conference on Preventing and Combating Trafficking in Human Beings;

I. overwegende dat de handel in mensen een verwerpelijk en zorgwekkend verschijnsel is dat gepaard gaat met seksuele uitbuiting en uitbuiting van arbeidskracht onder dwang onder op slavernij gelijkende omstandigheden; verheugd over de vooruitgang die geboekt is dankzij de afronding van Kaderbesluit van de Raad 2002/629/JBZ van 19 juli 2002 betreffende de bestrijding van mensenhandel ; er bovendien bij de Raad en de Commissie op aandringend dat de strijd voort te zetten met een verbeterde internationale coördinatie en uitwisseling van informatie tussen de betrokken organen om te waarborgen dat de mensenhandelaars worden veroordeeld, dat de fondsenvoorziening door de regeringen wordt verbeterd en dat deze zich verbinden tot het aanpakken van de wortels van het probleem, zodat de verplichtingen worden nagekomen die zijn vervat in de verklaring van Brussel die werd afgelegd op de Europese conferentie inzake de preventie en bestrijding van de mensenhandel - een uitdaging aan de wereld voor de 21ste eeuw, georganiseerd door de IOM en de Commissie; van mening dat dit het belangrijkste instrument moet worden voor de toekomstige beleidsvorming op dit gebied, dat als leidraad voor het Europees Parlement, de Commissie en de Raad moet dienen,

6. IS INGENOMEN met de Europese Conferentie inzake de bevordering van de geestelijke gezondheid en de sociale integratie, die van 11 tot en met 13 oktober 1999 te Tampere is gehouden, waarin het belang werd benadrukt van de geestelijke gezondheid en van de behoefte aan optreden als een onderdeel van de volksgezondheidstrategie van de Gemeenschap.
6. WELCOMES the European Conference on Promotion of Mental Health and Social Inclusion held in Tampere from 11 to 13 October 1999, which highlighted the importance of mental health and the need for action as a part of the Community public health strategy.
