Welcomes the efforts of the United States and of all the other contributing states to support the Iraqi national and local authorities in their fight against IS, to stop the advance of IS and to facilitate access for humanitarian support; welcomes the call by the USA for an international coalition against IS, which is building up; welcomes the decision reached by the Arab League on 7 September 2014 to take the necessary measures to confront IS and cooperate with international, regional and national efforts to combat militants in Syria and Iraq, and to endorse UN Security Council resolution 2170 (2014); calls on the Arab League to discuss amending the Arab Convention for Fighting Terrorism of 1998 so that it can challenge global terrorism by all means;

At the request of a Member State or of a country involved in accession negotiations with the Union, hereinafter referred to as “eligible State”, assistance from the Fund may be mobilised when serious repercussions on living conditions, the natural environment or the economy occur in one or more regions of that eligible State as a consequence of a major or regional natural disaster having taken place on the territory of the same eligible State or of a neighbouring eligible State.

29. Calls on the Commission to assess the potential for efficiency in existing buildings starting with public administration buildings including schools and propose a cost-efficient target for the reduction of the primary energy consumption of buildings; calls on the Member States to implement practicable programmes to support deep renovations by which the energy demand will initially be reduced by more than 50% over pre-renovation performance and where the level of financial and/or fiscal and other, support is proportionally linked to the level of improvement; asks that Member States should be required to include set annual refurbishment targets in their national action plans on Energy Efficiency and calls on the Commission to propose policy options on how to achieve a nearly zero level building stock in the context of the 2050 energy roadmap;

Conflict sensitivity also includes decisions on whether to provide budget support to a country or to a particular sector, whether to provide the majority of aid through the state, how core education, health and other development programmes will ensure that they are having a positive impact on the root causes of conflict, and so on. The assessments should draw on existing experience of earlier conflict assessments, and other social analyses – particularly those focusing on inequality and social exclusion.

In view of the sufficient experience gathered in the application of the Community guidelines on State aid for environmental protection, investment aid enabling undertakings to go beyond Community standards for environmental protection or increase the level of environmental protection in the absence of Community standards, aid for the acquisition of transport vehicles which go beyond Community standards or which increase the level of environmental protection in the absence of Community standards, aid for early adaptation to future Community standards by SMEs, environmental aid for investment in energy saving, environmental aid for investment in high efficiency cogeneration, environmental aid for investments to promote renewable energy sources including investment aid relating to sustainable biofuels, aid for environmental studies and certain aid in the form of reductions in environmental taxes should be exempt from the notification requirement.
