Buiten onze grenzen zullen we zorgen voor een goede follow-up van de Doha-ronde, voor vooruitgang bij de stabilisering van de westelijke Balkan, in het bijzonder in Kosovo, en voor de sluiting van partnerschapsovereenkomsten met de ACS-landen.
Beyond our borders, we will ensure a proper follow-up to the Doha Round, progress in the stabilisation of the western Balkans – in particular in Kosovo – and completion of partnership agreements with the ACP countries.

Zoals de geachte afgevaardigde weet moet dit besluit gezien worden in de bredere context van de follow-up van de Top tussen de EU en de westelijke Balkan die op 21 juni 2003 in Thessaloniki heeft plaatsgevonden. Daar is benadrukt dat georganiseerde criminaliteit en corruptie een ernstige belemmering vormen voor de democratische stabiliteit, de rechtsstaat en de economische ontwikkeling van het maatschappelijk middenveld in de regio, en dat de bestrijding van de georganiseerde criminaliteit en corruptie in de westelijke Balkan een belangrijke prioriteit van de Unie is.
As the Honourable Member is aware, this decision is set in the broader context of the follow-up to the EU-Western Balkans summit held in Thessaloniki on 21 June 2003 which emphasised that organised crime and corruption is a real obstacle to democratic stability, the rule of law, economic development of civil society in the region and that combating organised crime and corruption in the Western Balkans constitutes a major priority of the Union.
