Member States' representatives within the Radio Spectrum Policy Group (RSPG) adopted an Opinion, which also supports the provision of wireless broadband in the 700 MHz frequency band via a coordinated EU approach; it recommends the adoption of harmonised technical conditions and a common deadline for effective use of the band as well as ensuring the long-term use of the sub-700 MHz frequency band for audiovisual distribution, including its availability for digital terrestrial television (DTT) .

Het bij Beschikking 2008/411/EG vastgestelde rechtskader voor het gebruik van de 3 400-3 800 MHz-frequentieband dient ongewijzigd te blijven en moet derhalve zorgen voor voortdurende bescherming van andere bestaande diensten in de frequentieband.
The legal framework for using the 3 400-3 800 MHz frequency band set by Decision 2008/411/EC should remain unchanged and thus ensure continued protection of other existing services within the band.

While this Decision should be without prejudice to the protection and continued operation of other existing use in the bands, the new harmonised technical conditions should also apply, to the extent necessary, to existing spectrum usage rights in the 3 400-3 800 MHz frequency band so as to ensure technical compatibility between existing and new users of the band, efficient spectrum use and avoidance of harmful interference, including across borders between Union Member States.
