1. De ambten waarop dit statuut van toepassing is, zijn in functiegroepen ingedeeld naar gelang van de aard en het niveau van de werkzaamheden waarmee zij overeenkomen, te weten de functiegroep "administrateurs" (hierna "AD"), de functiegroep "assistenten" (hierna "AST") en de functiegroep "secretariaats- en kantoormedewerkers" (hierna "AST/SC").
1. The posts covered by the Staff Regulations shall be classified, according to the nature and importance of the duties to which they relate, in an administrators' function group (hereinafter “AD”), an assistants' function group (hereinafter “AST”) and a secretaries and clerks' function group (hereinafter “AST/SC”).

4. Na afloop van dezelfde periode van vijf jaar brengt de Commissie bij het Europees Parlement en de Raad verslag uit over de tenuitvoerlegging van de bepalingen in verband met de functiegroep AST/SC en de in artikel 30 van bijlage XIII vastgestelde overgangsbepalingen, waarbij zij rekening houdt met de ontwikkeling van de behoefte binnen alle instellingen aan personeelsleden die secretariaats- en kantoorwerkzaamheden uitvoeren en de ontwikkeling van de vaste en tijdelijke ambten in de functiegroep AST en van het aantal arbeidscontractanten in functiegroep II.
4. After the same five-year period, the Commission shall report to the European Parliament and to the Council on the implementation of the provisions on the function group AST/SC and of the transitional provisions laid down in Article 30 of Annex XIII, taking into account the evolution of the need for staff carrying out secretarial and clerical tasks in all institutions and the evolution of permanent and temporary posts in function group AST and of the number of contract agents in function group II.

Recalls that Article 56 of the Staff Regulations does not envisage overtime compensation or remuneration for officials in function groups AD or AST 5 to 11; welcomes flexible solutions in the context of a good work-life balance; however, calls on the Commission to respect the provisions of the Staff Regulations in the implementation of the 'flexitime scheme';

However, in order to guarantee proper representation of staff from national diplomatic services in the EEAS, the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission should be able to decide that for posts in function group AD, until 31 December 2011 or until staff from national diplomatic services account for one-third of total EEAS staff at AD level, whichever occurs earlier, priority may be given to candidates from national diplomatic services of the Member States in case of substantially equal qualifications.

(8 ter) Om voor een behoorlijk evenwicht tussen de verschillende personeelscomponenten van de EDEO te zorgen en overeenkomstig Besluit 2010/427/EU van de Raad, moet het personeel van de diplomatieke diensten van de lidstaten dat als tijdelijk personeel wordt aangesteld, wanneer de EDEO haar volledige capaciteit heeft bereikt, op zijn minst een derde van al het EDEO-personeel in functiegroep AD uitmaken en de ambtenaren van de Unie op zijn minst 60% van al het EDEO-personeel in functiegroep AD.
(8b) In order to ensure a proper balance amongst the different staff components of the EEAS and in accordance with Council Decision 2010/427/EU, when the EEAS has reached its full capacity, personnel from the diplomatic services of the Member States appointed as temporary agents should represent at least one third of all EEAS staff at AD level and Union officials should represent at least 60% of all EEAS staff at AD level.
