De Commissie wenst dat het vernieuwde Berlaymontgebouw zijn symbolische karakter behoudt en tegelijkertijd op optimale wijze functioneel is, zonder luxe, en dat het harmonisch aansluit bij de omliggende stadsstructuur. Rekening houdend met de uitbreiding van het aantal Commissieleden als gevolg van de te voorziene toetreding van nieuwe Lid-Staten tegen het jaar 2000, zou het gebouw de Commissie zelf, het Secretariaat-generaal, de Juridische dienst, de Dienst van de woordvoerder, het Protocol en het Beveiligingsbureau moeten huisvesten.
The building should house the Commissioners and their staff (bearing in mind that the accession of new Member States by 2000 may well mean an increase in the number of Commissioners), the Secretariat-General, the Legal Service, the Spokesman's Service, the Protocol Department and the Security Office.
