Whereas the Ombudsman, who may also act on his own initiative, must have access to all the elements required for the performance of his duties; whereas to that end Community institutions and bodies are obliged to supply the Ombudsman, at his request, with any information which he requests of them and without prejudice to the Ombudsman's obligation not to divulge such information; whereas access to classified information or documents, in particular to sensitive documents within the meaning of Article 9 of Regulation (EC) No 1049/2001 , should be subject to compliance with the rules on security of the Community institution or body concerned; whereas the institutions or bodies supplying classified information or documents as mentioned in the first subparagraph of Article 3(2) should inform the Ombudsman of such classification; whereas for the implementation of the rules provided for in the first subparagraph of Article 3(2), the Ombudsman should have agreed in advance with the institution or body concerned the conditions for treatment of classified information or documents and other information covered by the obligation of professional secrecy; whereas if the Ombudsman finds that the assistance requested is not forthcoming, he shall inform the European Parliament, which shall make appropriate representations;

The EEAS shall protect individuals with regard to the processing of their personal data in accordance with the rules laid down in Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data (23).

Aangezien sinds de goedkeuring van Verordening (EG) nr. 515/97 Richtlijn 95/46/EG in het recht van de lidstaten is omgezet en de Commissie een onafhankelijke autoriteit heeft ingesteld die erop moet toezien dat de communautaire instellingen en organen bij de verwerking van persoonsgegevens overeenkomstig Verordening (EG) nr. 45/2001 van het Europees Parlement en de Raad van 18 december 2000 betreffende de bescherming van natuurlijke personen in verband met de verwerking van persoonsgegevens door de communautaire instellingen en organen en betreffende het vrije verkeer van die gegevens (12) de vrijheden en de grondrechten van de burgers eerbiedigen, dient de controle op de bescherming van persoonsgegevens daarop afgestemd te worden en de verwijzing naar de Europese Ombudsman vervangen te worden door een verwijzing naar de Europese Toezichthouder voor gegevensbescherming, onverminderd de bevoegdheden van de Ombudsman.
As Directive 95/46/EC has been transposed by the Member States since the adoption of Regulation (EC) No 515/97, and the Commission has established an independent authority to ensure that freedoms and fundamental rights of persons are respected by Community institutions and bodies in the processing of personal data in accordance with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data (12), the personal data protection control measures should be aligned and the reference to the European Ombudsman should be replaced by a reference to the European Data Protection Supervisor, without prejudice to the powers of the Ombudsman.

De communautaire instellingen en organen werken in het geval van een onmiddellijke bedreiging van de menselijke gezondheid, het leven of het milieu, hetzij veroorzaakt door menselijke activiteiten hetzij ten gevolge van natuurlijke oorzaken, op verzoek van overheidsinstanties in de zin van Richtlijn 2003/4/EG met die overheidsinstanties samen en verlenen hun assistentie teneinde die instanties in staat te stellen, onmiddellijk onder het publiek dat getroffen kan worden alle milieu-informatie te verspreiden die het publiek in staat kan stellen maatregelen te nemen om de uit de bedreiging voortvloeiende schade te voorkomen of te beperken, voor zover de communautaire instellingen en organen over deze informatie beschikken en/of de bedoelde overheidsinstanties of deze voor hen wordt beheerd.
In the event of an imminent threat to human health, life or the environment, whether caused by human activities or due to natural causes, Community institutions and bodies shall, upon request of public authorities within the meaning of Directive 2003/4/EC, collaborate with and assist those public authorities in order to enable the latter to disseminate immediately and without delay to the public that might be affected all environmental information which could enable it to take measures to prevent or mitigate harm arising from the threat, to the extent that this information is held by or on behalf of Community institutions and bodies and/or those public authorities.

De Europeanen hebben geen vertrouwen in de nationale politici, en evenmin in de politieke en economische instellingen van hun land of die van de EU. Europeans appear not to have confidence either in national political figures or the political and economic institutions of their country or those of the EU. The degree of confidence in the EU institutions is in inverse proportion to that in national institutions, i.e. if the citizens of a Member State are distrustful of their national parliamentary institutions, they show more confidence in Community institutions and vice-versa.

In het beperkter aantal gevallen waarin gegevens van verzekerde personen worden verwerkt door de communautaire instellingen, vallen deze gegevens onder Verordening (EG) nr. 45/2001 betreffende de bescherming van natuurlijke personen in verband met de verwerking van persoonsgegevens door de communautaire instellingen en organen en betreffende het vrije verkeer van die gegevens (9).
In the more limited number of cases in which personal data of insured persons will be processed by Community institutions, they will be subject to Regulation (EC) No 45/2001 (8) on the protection of individuals with regard to the processing of personal data and on the free movement of such data.
