(5) Overwegende dat de Wereldadministratieve Radioconferentie (WARC 92) van de Internationale Unie voor telecommunicatie (ITU) in 1992 het frequentiespectrum heeft vastgesteld voor de ontwikkeling van zowel de satelliet- als de terrestrische delen van het FPLMTS-systeem (Future Public Land Mobile Telecommunications System), later IMT-2000 genoemd; dat overeenkomstig resolutie 212 van de ITU en de Wereldradiocommunicatieconferentie in 1995 (WRC 95) de eerste invoering van de terrestrische component omstreeks het jaar 2000 dient plaats te vinden;
(5) Whereas in 1992 the International Telecommunications Union (ITU) World Administrative Radio Conference (WARC 92) identified the frequency spectrum for the development of both the satellite and terrestrial parts of the Future Public Land Mobile Telecommunications System (FPLMTS), later renamed IMT-2000; whereas, according to ITU Resolution 212 and to the World Radiocommunications Conference in 1995 (WRC 95), the initial implementation of the terrestrial element should take place around the year 2000;
