TRADUCTIONS EN CONTEXTE

Van dat bedrag is 11,2 miljard EUR ingevoerd op grond van die GSP-preferenties (uit hoofde van een van de drie GSP-regelingen: GSP, GSP+ en “Alles behalve wapens”).
EUR 11,2 billion of those EUR 63,8 billion were imported under the GSP preferences (under the three GSP schemes: GSP, GSP + and Everything But Arms – EBA).

In particular, Member States should achieve consolidation in line with the Council’s recommendations and meet their medium-term objectives in line with the SGP.

Member States should vigorously implement budgetary consolidation strategies under the Stability and Growth Pact (SGP) and, in particular, recommendations addressed to Member States under the excessive deficit procedure, and/or in memoranda of understanding, in the case of balance-of-payments support.

Ongeacht het regelgevingskader van het GSP, betekent dit dat de meeste lidstaten tot een structurele consolidering moeten komen die aanzienlijk verder gaat dan de benchmark van 0,5 % van het bruto binnenlands product (bbp) per jaar, totdat de overheidsschuld aanzienlijk afneemt.
Without prejudice to the legal framework of the SGP, this implies for most Member States achieving a consolidation well beyond the benchmark of 0,5 % of gross domestic product (GDP) per year in structural terms until debt ratios are on a solid declining path.

8. verzoekt de Commissie een tussentijdse evaluatie uit te voeren van de GSP-verordening, waaronder een grondige beoordeling van de doeltreffendheid van de uitvoering van belangrijke ILO-verdragen in begunstigde GSP+-landen; dringt er bij de Commissie en de Raad op aan ervoor te zorgen dat met de visie van het Parlement op de uitbreiding van het GSP+-schema tot specifieke landen en op een eventuele hernieuwing van de huidige GSP-verordening in 2008 rekening wordt gehouden;
8. Calls on the Commission to carry out a mid-term review of the GSP Regulation, including a thorough assessment of the effectiveness of implementation of core ILO conventions in GSP+ beneficiary countries; calls on the Commission and the Council to ensure that Parliament’s views on the extension of the GSP+ scheme to specific countries and on any renewal of the current GSP Regulation in 2008 are taken into account;

5. verzoekt de Commissie het Parlement en de "GSP Plus"-landen te informeren over de vastgestelde tekortkomingen bij de tenuitvoerlegging van de IAO/VN-verdragen en de noodzakelijke stappen te ondernemen om de nakoming van de in de verordening van de Raad inzake de GSP vermelde verplichtingen te verzekeren; wijst erop dat het besluit van de Commissie om preferenties te verlenen of te ontnemen, gebaseerd dient te zijn op de bevindingen van de desbetreffende toezichthoudende instellingen, met voldoende aandacht voor de opinie van het Europees Parlement en overeenkomstig de in de GSP-verordening van de Raad vermelde procedures;

Calls on the Commission to inform Parliament and the GSP+ beneficiary countries if flaws in the implementation of ILO/UN conventions are identified, and to take the necessary steps to promote and ensure compliance with the commitments provided for in the GSP Council Regulation; recalls that the Commission’s decision to grant or withdraw preferences should be based on the findings of the appropriate monitoring institutions, with due regard to the opinion of the European Parliament and in accordance with the procedures set out in the GSP Council Regulation;

D. overwegende dat alle landen waaraan "GSP Plus" is toegekend de vereiste arbeids- en mensenrechtenovereenkomsten hebben geratificeerd en ten uitvoer gelegd, met uitzondering van El Salvador waaraan, om bijzondere constitutionele redenen, een bijzondere tijdelijke vrijstelling werd toegekend, in overeenstemming met artikel 9, lid 2 van de GSP-verordening,
D. whereas all the countries granted GSP+ have ratified and implemented the relevant labour and human rights conventions, with the exception of El Salvador, for which a special temporary derogation has been granted in accordance with Article 9.2 of the GSP Regulation, owing to specific constitutional constraints,

2. dringt er bij de Commissie op aan de feitelijk naleving van de belangrijkste mensenrechten en werknemersrechten uit de VN/IAO-verdragen in de GSP Plus-landen te toetsen, alsmede de overeenkomsten inzake het milieu en goed bestuur; dringt er voorts op aan dat deze betrokkenheid zich uitstrekt tot de andere GSP-begunstigden, met name wat betreft kinderarbeid en dwangarbeid en te nemen maatregelen ter bestrijding van sociale en milieudumping;
2. Calls on the Commission to assess actual implementation of the core human and labour rights of UN/ILO conventions in GSP+ beneficiary countries, as well as of the conventions relating to environment and governance principles; calls also for this commitment to extend to the rest of the GSP beneficiary countries, particularly as regards child and forced labour, and for measures to be taken to combat social and environmental dumping;

In het kader van de EU-strategie wordt bilateraal overleg met regeringen gevoerd en ontwikkelingshulp voor capaciteitsopbouw verleend. Voorts worden in het kader van het stelsel van algemene preferenties (Generalised System of Preferences, GSP) extra handelsvoordelen toegekend aan landen die sociale en ecologische minimumnormen naleven.
It includes the use of bilateral dialogue with governments and development assistance to build capacity, and of additional trade incentives under the EU's Generalised System of Preferences (GSP) where countries comply and apply minimum social and environmental standards.

Omgekeerd kunnen handelsvoordelen krachtens het GSP tijdelijk worden ingetrokken als landen de fundamentele arbeidsnormen uit de Declaration on Fundamental Principles and Rights at Work van de IAO ernstig en systematisch schenden.
GSP also provides for their temporary withdrawal where countries that commit serious and systematic violations of any of the core labour standards referred to in the ILO Declaration on Fundamental Principles and Rights at Work.
