Considers that the Stability and Growth Pact is an important tool for putting pressure on the sustainability of public finances, which has contributed to economic responsibility within the euro zone; recognises that it has been hampered by poor enforcement and has not given sufficient leverage for optimising the economic policies of each of the Member States and the euro zone as a whole; considers that this economic policy instrument was not designed to act as a sustainable corrective process to compensate for current imbalances and manage periods of crisis or of very low growth; takes the view that beyond the application of existing rules, Member States should implement internal policies to foster growth, innovation, competitiveness and a qualitative objective whereby the public deficit must not exceed certain benchmarks;

5. steunt een nauwere coördinatie van het economische beleid tussen de lidstaten en een verstandig begrotingsbeleid binnen de grenzen van een hervormd, maar krachtig stabiliteits- en groeipact; is ervan overtuigd dat het in beginsel door de Europese Raad van Brussel op 22 en 23 maart 2005 vastgestelde herziene stabiliteits- en groeipact, samen met de relevante Gemeenschapsverordeningen betreffende bepaalde onderwerpen, mits op uniforme wijze in de lidstaten uitgevoerd, zal kunnen bijdragen aan de economische stabiliteit op lange termijn van de lidstaten en aan hun aanpassing aan de doelstellingen van de Lissabonstrategie; onderstreept dat de lage economische groei na de invoering van de euro niet is veroorzaakt door de overgang naar de nieuwe munt maar door een gebrekkige uitvoering van de globale richtsnoeren voor het economisch beleid en door het feit dat de doelstellingen van Lissabon niet zijn gehaald en dat structurele hervormingen zijn uitgebleven;

Supports tighter economic policy co-ordination between Member States and fiscal prudence within the bounds of a reformed but robust Stability and Growth Pact; believes that the revised Stability and Growth Pact, as adopted in principle by the Brussels European Council of 22 and 23 March 2005, and the relevant Community regulations on specific matters should, through their uniform implementation in the Member States, contribute to the long-term economic stability of the Member States and their adjustment to the Lisbon Strategy objectives; stresses that low economic growth after the introduction of the euro was not caused by the currency changeover but by a lack of proper implementation of the Broad Economic Policy Guidelines and by the fact that the Lisbon agreement has not been fulfilled and structural reforms have not been implemented;
