Het is bovendien raadzaam te beklemtonen dat de niet productiegebonden steun niet is gerechtvaardigd door de aangegane verbintenissen ter vermindering van de gele doos (of Globale meeteenheid van steun - GSM) ten gunste van de groene doos: de reeds in 2003/2004 goedgekeurde ontkoppeling betekent een vermindering van de gele doos van de Europese Unie van 15 met 50 % in vergelijking met de vigerende drempelwaarde en ligt veel lager dan de in de nieuwe landbouwovereenkomst van de WTO verwachte reductiepercentages (20 %).
It should also be pointed out that the increase in decoupled support is not justified by the global commitments to reduce the Amber Box (or Aggregate Measure of Support - AMS) for the benefit of the Green Box: the decoupling measures already approved in 2003-2004 entails a 50% reduction in the 15 Member EU's Amber Box in relation to the current threshold, significantly higher than the expected reduction rates (20%) in the new WTO agricultural agreement.
