Believes that, although GDP is a solid measure of macroeconomic activity, it suffers from many shortcomings as an indicator for overall societal development; in particular, it does not record important social factors like unemployment, underemployment, life expectancy or the quality of the education and health systems, nor does it account for disparities in income distribution, non-market activities that contribute to economic value creation (such as voluntary work, domestic work and illegal activities) and negative environmental externalities and it increases when resources are invested in countering negative developments like increases in social problems, so that destruction (in all its forms) is measured as economic gain by GDP;

Believes that using further indicators which could at most complement GDP should have been proved to result in a better picture of macroeconomic activity; stresses that GDP is the only indicator which makes it possible to take proper account of differing socio-economic characteristics at European level, but emphasises the need to take account of environmental and social factors at national and regional level and to determine suitable criteria for that purpose, and that, in this process, consideration could be given to the inclusion of non-market factors such as work in the home and voluntary work, as well as both positive and negative externalities relating to economic activity and the viability of activities over time;

Nu het NACE Rev. 2-voorstel is goedgekeurd waartegen het Europees Parlement geen bezwaren heeft ingediend, kunnen we weinig anders doen dan instemmen met de herziening van de CPA-verordening om inconsistentie en onverenigbaarheden met het bestaande classificatiesysteem te vermijden, en kunnen we aldus zorgen voor meer harmonisatie van de diverse terreinen van economische activiteit en de rol van de nationale rekeningen als instrument voor de coördinatie van het economisch beleid, omdat dit de meest betrouwbare indicator van de toestand van de economie in de Europese landen is.
Having adopted the NACE Rev. 2 proposal to which the European Parliament tabled no objections, we can do nothing but agree on the revision of the CPA Regulation in order to avoid inconsistencies and incompatibilities of the existing statistic classifications system and thereby to enhance harmonization among various fields of economic statistics and to strengthen the role of national accounts as an instrument for the coordination of economic policies it being the most reliable indicator of the conditions of the European economies.

3. dringt er bij de Commissie op aan de voorstellen van deze Europese strategie op te nemen in het ontwerp van het vierde cohesieverslag, en daarbij met name aandacht te schenken aan het aspect gegarandeerde toegang tot energie en aan het gebruik van gediversifieerde, duurzame en doeltreffende energie als complementaire indicator voor economische, sociale en regionale cohesie; dringt er bij de Commissie op aan, de presentie en de activiteit van zowel de EIB als de nieuwe instrumenten voor de financiering van cohesie (JASPERS, JEREMIE en JESSICA) in projecten met energie-efficiency te stimuleren en hernieuwbare vormen van energie te steunen;

Urges the Commission to include the proposals under this European strategy in the drawing-up of the fourth cohesion report, paying particular attention to the role of secure access to energy and diversified, sustainable and efficient energy use as a complementary indicator of economic, social and regional cohesion; calls on the Commission, to this end, to boost the presence and activity of both the EIB and the new cohesion financing instruments (JASPERS, JEREMIE and JESSICA) in projects involving energy efficiency and support for renewable energies;
