IN-CONTEXT TRANSLATIONS

De voormalige Joegoslavische Republiek Macedonië heeft de wens geuit om toe te treden tot de Overeenkomst van 20 mei 1987 betreffende een gemeenschappelijke regeling inzake douanevervoer („de overeenkomst”) en is hiertoe uitgenodigd na Besluit nr. 1/2015 van 11 mei 2015 (2) door de bij de overeenkomst ingestelde Gemengde Commissie.
The former Yugoslav Republic of Macedonia expressed its wish to accede to the Convention of 20 May 1987 on a common transit procedure (the ‘Convention’) and has been invited to do so following Decision No 1/2015 of 11 May 2015 (2) by the Joint Committee established by the Convention.

2. verzoekt de Commissie het Parlement de notulen en de conclusies van de vergaderingen van de gemengde commissie die belast is met het toezicht op de uitvoering, interpretatie en toepassing van de overeenkomst, als bedoeld in artikel 9 van de overeenkomst, alsook de beoordeling van de resultaten van de uitvoering van het meerjarige sectorale programma als bedoeld in artikel 3 van het protocol te doen toekomen; verzoekt de Commissie om de deelneming van vertegenwoordigers van het Parlement als waarnemer op de bijeenkomsten van de gemengde commissie te vergemakkelijken; verzoekt de Commissie om in het laatste jaar van de looptijd van het protocol en voordat er onderhandelingen over de verlenging ervan worden geopend, het Parlement en de Raad een volledig verslag over de uitvoering ervan voor te leggen, zonder onnodige beperkingen op de toegang tot dit document;
2. Calls on the Commission to forward to Parliament the minutes and the conclusions of the meetings of the Joint Committee to monitor the implementation, interpretation and application of the Agreement, as provided for in Article 9 of the Agreement, as well as the evaluation of the progress made in implementing multiannual sectorial programme provided for in Article 3 of the protocol; calls on the Commission to facilitate the participation of representatives of Parliament as observers in the meetings of the Joint Committee; calls on the Commission to submit to Parliament and the Council, within the last year of application of the protocol and before the opening of negotiations for its renewal, a full report on its implementation, without unnecessary restrictions on document access;

2. verzoekt de Commissie het Parlement de notulen en de conclusies van de vergaderingen van de in artikel 9 van de Overeenkomst bedoelde gemengde commissie te doen toekomen, evenals het in artikel 3 van het protocol bedoelde meerjarige sectorale programma en de resultaten van de desbetreffende jaarlijkse beoordelingen en de notulen en conclusies van de vergaderingen als bedoeld in artikel 4 van het protocol; verzoekt de Commissie om de deelname van vertegenwoordigers van het Parlement als waarnemers aan de vergaderingen van de gemengde commissie te vergemakkelijken; verzoekt de Commissie om in het laatste jaar van de looptijd van het protocol en voordat er onderhandelingen over de verlenging ervan worden geopend, het Parlement en de Raad een volledig verslag over de uitvoering ervan voor te leggen, met een evaluatie van de benutting van de vangstmogelijkheden en een kosten-batenbeoordeling van het protocol; stelt zich op het standpunt dat de toegang tot dat verslag niet onnodig moet worden beperkt;
2. Calls on the Commission to forward to Parliament the minutes and the conclusions of the meetings of the Joint Committee provided for in Article 9 of the Agreement, as well as the multiannual sectoral programme provided for in Article 3 of the protocol and the corresponding annual evaluations, and the minutes and the conclusions of the meetings provided for in Article 4 of the protocol; calls on the Commission to facilitate the participation of representatives of Parliament as observers in the meetings of the Joint Committee; calls on the Commission to submit to Parliament and the Council, within the last year of application of the protocol and before the opening of negotiations for its renewal, a full report on its implementation, gauging the uptake of fishing opportunities and assessing the cost-effectiveness of the protocol; maintains that there should be no unnecessary restrictions on access to that report;

Behoudens andersluidende beslissing van de gemengde commissie wordt het betrokken overeenstemmingsbeoordelingsorgaan door de bevoegde aanwijzende autoriteit geschorst vanaf het tijdstip waarop de technische bekwaamheid van dat orgaan of de naleving van de eraan gestelde eisen overeenkomstig dit artikel wordt betwist, tot het tijdstip waarop ofwel in de gemengde commissie overeenstemming is bereikt over de status van het orgaan, ofwel de betwistende partij de andere partij en de gemengde commissie ervan in kennis stelt dat de technische bekwaamheid van dat orgaan en de naleving van de eraan gestelde eisen haar voldoening schenken".
Except when decided otherwise by the Joint Committee, the contested conformity assessment body shall be suspended by the competent designating authority from the time its technical competence and compliance is contested in accordance with this Article until either agreement is reached in the Joint Committee on the status of that body or the challenging Party notifies the other Party and the Joint Committee that it is satisfied as to the technical competence and compliance of that body".

- voorts zijn er institutionele en procedurele wijzigingen aangebracht: de verwijzingen naar de voorzitter van de gemengde commissie worden geschrapt om rekening te houden met het feit dat de gemengde commissie door de partijen gezamenlijk wordt voorgezeten; om de werking van de OWE te vereenvoudigen, is een eenvoudiger procedure voor de erkenning, de intrekking van de erkenning en de schorsing van overeenstemmingsbeoordelingsorganen vastgesteld; de gemengde commissie is bevoegd wijzigingen in de sectorbijlagen aan te brengen om rekening te houden met de technische vooruitgang en andere factoren zoals de uitbreiding van de Europese Unie;
- institutional and procedural amendments are also made. The references to the Chair of the Joint Committee is deleted, in order to reflect the fact that the Joint Committee is co-chaired by the parties. In order to simplify operation of the MRA, a simpler procedure for the recognition, withdrawal of recognition and suspension of conformity assessment bodies is set. The Joint Committee is empowered to amend the sectoral annexes when these need to take account of technical progress and other factors such as enlargement of the European Union;

De Republiek Servië heeft de wens geuit om toe te treden tot de Overeenkomst betreffende een gemeenschappelijke regeling inzake douanevervoer van 20 mei 1987 („de overeenkomst”) en is hiertoe uitgenodigd bij Besluit nr. 3/2015 van 13 oktober 2015 door de bij de overeenkomst ingestelde Gemengde Commissie EU-EVA.
The Republic of Serbia expressed its wish to accede to the Convention of 20 May 1987 on a common transit procedure (the ‘Convention’) and has been invited to do so following Decision No 3/2015 of 13 October 2015 by the EU-EFTA Joint Committee established by the Convention.

Turkije heeft de wens geuit om toe te treden tot de Overeenkomst betreffende een gemeenschappelijke regeling inzake douanevervoer van 20 mei 1987 (de „overeenkomst”) en is hiertoe uitgenodigd na een besluit van de bij de overeenkomst opgerichte Gemengde Commissie op 19 januari 2012.
