3. verneemt van het Centrum dat het een aanbestedingsprocedure heeft uitgeschreven voor de huur van kantoorapparatuur gedurende vier jaar en dat de technische voorschriften tijdens de procedure een ingrijpende wijziging ondergingen; is bezorgd over het feit dat de technische voorschriften overeenkomstig de in het gepubliceerde bestek vermelde optie andermaal werden gewijzigd bij de ondertekening van het contract, hetgeen heeft geleid tot een daling van de contractwaarde; betreurt dat de over de prijsstructuur van de opdracht gepubliceerde informatie onvoldoende duidelijk was en dat dit heeft geleid tot een onjuiste interpretatie door één inschrijver, die daardoor minder kans maakte om de opdracht te verkrijgen;

4. De gunningscriteria worden overeenkomstig artikel 29, punt 1, onder b), en artikel 53 vastgesteld en mogen in de loop van de procedure niet worden gewijzigd, tenzij zij beter beantwoorden aan het voorwerp van de opdracht zoals omschreven in het bestek na de onderhandelingsfase.
4. The award criteria shall be established in accordance with point (b) of Article 29(1) and with Article 53, and may not be amended in the course of the procedure unless they are no longer appropriate to the subject-matter of the contract as defined in the contract documents after the negotiation phase.

(5) Finally, pursuant to Council Decision 2000/645/EC of 17 October 2000 correcting the Schengen acquis as contained in Schengen Executive Committee SCH/Com-ex (94) 15 rev (4), document SCH/II-Vision (99) 5 (hereinafter referred to as "Schengen Consultation Network (Technical Specifications)") which, inter alia, lays down the principles pursuant to which the computerised procedure for consultation, for the purposes of issuing visas, of the central authorities referred to in Article 17(2) of the Convention must be applied is attached to Schengen Executive Committee decision SCH/Com-ex (94) 15 rev. It is also necessary that the provisions of the Schengen Consultation Network (Technical Specifications) be adopted and regularly amended and updated.
