IN-CONTEXT TRANSLATIONS

Article 39 of Protocol I concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation (Origin Protocol) of the Economic Partnership Agreement between the CARIFORUM States, of the one part, and the European Community and its Member States, of the other part (2) — the first EPA signed with the ACP States — provides for a procedure for granting derogations from the rules of origin on request by an ACP State signatory to the EPA.

Bijlage V van de Partnerschapsovereenkomst tussen de leden van de groep van staten in Afrika, het Caribische gebied en de Stille Oceaan, enerzijds, en de Europese Gemeenschap en haar lidstaten, anderzijds, ondertekend te Cotonou op 23 juni 2000 (1) („Partnerschapsovereenkomst ACS-EG”) en de daarbij behorende protocollen, waaronder Protocol nr. 1 betreffende de definitie van het begrip „producten van oorsprong” en methoden van administratieve samenwerking, is op 31 december 2007 verstreken overeenkomstig artikel 37, lid 1, van die overeenkomst.
Annex V to the Partnership agreement between the members of the African, Caribbean and Pacific Group of States of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 (1) (ACP-EC Partnership Agreement) and its Protocols, among which the Protocol 1 concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation, expired on 31 December 2007, according to Article 37(1) of that Agreement.

23. neemt nota van het voorstel tot uitbreiding van de VN-Veiligheidsraad door middel van toevoeging van extra zetels voor elke regionale groep, inclusief "Europa"; is in dit verband van mening dat de meest geëigende oplossing, die coherent zou zijn met het Europese grondwettelijk verdrag dat de Unie een rechtspersoonlijkheid geeft en een minister van Buitenlandse Zaken, zou bestaan in het toekennen van een extra permanente zetel aan de EU; roept de lidstaten op het voorstel serieus in overweging te nemen, teneinde Europa's invloed in de wereld door middel van een coherent en efficiënt gemeenschappelijk buitenlands en veiligheidsbeleid (GBVB) te vergroten;
23. Takes note of the proposal to extend the composition of the UN Security Council by adding new seats for each regional group, including "Europe"; expresses the view that in this context the appropriate solution that would be coherent with the European Constitutional Treaty, which creates a legal personality for the Union and a European Minister for Foreign Affairs, would be to allocate an additional permanent seat to the EU; calls on the Member States seriously to consider this proposal in order to enhance Europe's influence in the world through a coherent and efficient Common Foreign and Security Policy (CFSP);

59. begroet met vreugde het Verdrag tot vaststelling van een Grondwet voor Europa als belangrijk fundament voor uitvoering en ontwikkeling van de EVS; is van oordeel dat de oprichting van een nieuwe dienst voor externe acties een instrument van vitaal belang zal zijn voor de externe acties in het kader van het GBVB en daarom ook voor het EVS; benadrukt dat een effectieve EVS volledig gebruik moet maken van de aanwezige diplomatieke competenties (d.w.z. de minister van Buitenlandse Zaken van de Unie en de Europese Dienst voor extern optreden (artikelen I-28 en III-296(3)) en, indien noodzakelijk, van militaire competenties (d.w.z. permanente structurele samenwerking tussen lidstaten voor de uitvoering van intensieve missies waar een grote militaire capaciteit voor nodig is (artikelen I–41(6), III-312 en het specifiek protocol);
59. Salutes the Treaty establishing a Constitution for Europe as an important basis for pursuing the ESS and its ongoing development; considers that the creation of the new external action service will be a vitally important instrument for external action under the CFSP and therefore for the ESS; emphasises that an effective ESS must fully utilise available diplomatic capabilities (i.e. EU Minister for Foreign Affairs and European External Action Service (Articles I-28 and III-296(3)) and, if necessary, military capabilities (i.e. permanent structured cooperation between Member States for the fulfilment of high-intensity missions demanding higher military capabilities (Articles I–41(6), III-312 and the Specific Protocol);

(5) De wijzigingen op de interimovereenkomst betreffende de handel en aanverwante zaken tussen de Europese Gemeenschap, enerzijds, en de Voormalige Joegoslavische Republiek Macedonië, anderzijds, hierna de "IO", vastgesteld bij Besluit nr. 1/2002 van de Samenwerkingsraad Europese Gemeenschap/Voormalige Joegoslavische Republiek Macedonië van 30 januari 2002 betreffende het opnemen van twee Gemeenschappelijke Verklaringen betreffende het Prinsdom Andorra en de Republiek San Marino en betreffende wijzigingen op Protocol 4 betreffende de definitie van het begrip "producten van oorsprong" en methoden van administratieve samenwerking, moeten eveneens worden aangebracht in de SAO.
(5) The amendments to the Interim Agreement on trade and trade-related matters between the European Community, of the one part, and the former Yugoslav Republic of Macedonia, of the other part, hereinafter referred to as "the IA", adopted by Decision No 1/2002 of the European Community, former Yugoslav Republic of Macedonia Cooperation Council of 30 January 2002 on the introduction of two Joint Declarations concerning the Principality of Andorra and the Republic of San Marino and on amendments to Protocol 4 on the definition of the concept of originating products and methods of administrative cooperation, have to be made likewise to the SAA.

De Groep overweegt het actieterrein van het GBVB aanzienlijk uit te breiden. De toekomstige rol van het GBVB hangt nauw samen met het debat over de wijze waarop de EU zich in de wereld manifesteert en, daarmee, met de aanwezigheid van een minister van Buitenlandse Zaken.
The Group envisages a significant broadening of the scope of the CFSP, whose future role is tied in with the debate on representation of the EU on the international stage and hence the existence of a foreign affairs minister.

10. betreurt het dat de Raad in zijn antwoorden op de vragenlijst slechts een uiterst summier antwoord heeft gegeven op het verzoek van de Commissie begrotingscontrole om een uitleg over de begrotingsaspecten van het GBVB; stelt vast dat een aanzienlijk deel van de begroting van de Raad momenteel bestemd is voor activiteiten op het gebied van buitenlandse zaken, veiligheids- en defensiebeleid en justitie en binnenlandse zaken, en dat de uitgaven op deze beleidsterreinen momenteel niet onderworpen worden aan dezelfde rigoureuze controle als de administratieve en beleidsuitgaven van de overige instellingen; neemt nota van de door de Raad, de Commissie en het Parlement op 25 november 2002 in het kader van de begrotingsprocedure 2003 goedgekeurde gemeenschappelijke verklaring, die voor een verbetering zorgt van de informatie die het Parlement vooraf, in het kader van het GBVB-besluitvormingsproces en de op een politieke dialoog gebaseerde procedure voor de planning en financiering van gemeenschappelijke acties, ontvangt; is van plan de uitvoering en doeltreffendheid van deze verklaring in het raam van de volgende kwijtingsprocedure te beoordelen;
10. Regrets that in its replies to the questionnaire the Council was unable to give more than a cursory response to the request by the Committee on Budgetary Control for an explanation of the budgetary aspects of the common foreign and security policy (CFSP); notes that a substantial part of the Council's budget is now spent on activities in the fields of foreign affairs, security and defence policy and justice and home affairs, and that the expenditure in these areas is not currently subject to the same close scrutiny as the administrative and operational expenditure of the other institutions; notes the joint declaration of the Council, Commission and Parliament in the framework of the budget procedure 2003 of 25 November 2002, which improves the information Parliament receives in advance as part of the decision-making process of CFSP and the procedure based on political dialogue on planning and financing joint actions; intends to assess the implementation and effectiveness of this declaration in the context of the next discharge procedure;

The aim of the Interim Agreement, initialled on 17 July 1996, was to implement in advance - pending the conclusion of the Partnership and Cooperation Agreement signed on 21 June 1996 in Florence - the provisions of that Agreement relating to trade and trade related measures; in practice, this covers provisions in the following areas: the general principles, current payments, competition, protection of intellectual, industrial and commercial property and the Protocol on mutual assistance between administrative authorities in customs matters.
