Following the conclusions of the report of the High-Level Group on Financial Supervision in the EU (the ‘de Larosière report’), the Commission put forward concrete legislative proposals on 23 September 2009 in order to establish a European System of Financial Supervisors comprising a network of national financial supervisors working in tandem with new European supervisory authorities.

The importance of those reforms was stressed in the report of the High Level Group on financial supervision chaired by Jacques de Larosière (de Larosière Group) of 25 February 2009, in the Commission Communication for the Spring European Council of 4 March 2009 entitled ‘Driving European recovery’, and by the Group of Twenty (G-20), meeting on 2 April 2009.

IV. 1.1 Er zal een permanente groep op hoog niveau in het leven worden geroepen met vertegenwoordigers van de lidstaten, de sociale partners en de onderwijs-, opleidings- en cultuursector. IV. 1.1 A permanent high-level group of representatives of Member States, social partners, and the world of education, training and culture will be established to assist in the monitoring of this Action Plan, stimulate public debate with stakeholders about language learning and linguistic diversity, and monitor change in language learning and linguistic diversity in the Union.
