19. Recalls that, according to the findings of the IPCC’s Fourth Assessment Report, industrialised countries need to reduce their domestic emissions by 25-40 % below 1990 levels by 2020, while developing countries as a group should achieve a substantial deviation below the currently predicted emissions growth rate, of the order of 15-30 %, by 2020; recalls, furthermore, that aggregate global emissions need to peak before 2020 and calls for an open discussion on more effective policy strategies to close the mitigation gap;

21. is van mening dat de specifieke voorwaarden die aan de ontwikkelingslanden zijn toegekend voor de tenuitvoerlegging van de TRIPS-overeenkomst ontoereikend zijn en verzoekt de industrielanden om in het kader van nieuwe multilaterale onderhandelingsronde in te stemmen met een diepgaande herziening van de TRIPS-overeenkomst ten einde meer rekening te houden met de behoeften van de minder ontwikkelde landen; is van mening dat bij een dergelijke herziening de obstakels voor de technologische overdracht naar ontwikkelingslanden moeten worden afgeschaft, dat de aanvraag van octrooien op levende organismen moet worden verboden en dat de regels van de TRIPS-overeenkomst moeten worden afgestemd op de internationale conventie inzake biodiversiteit en het protocol van Cartagena inzake de biodiversiteit, zoals geëist wordt door de "Afrikaanse groep" van de WTO;
21. Considers that the specific conditions for implementing the TRIPS Agreement granted to the developing countries are not adequate and calls on the industrialised countries to accept, in the new round of negotiations, a thorough revision of the TRIPS Agreement to take greater account of the developing countries' needs; believes that this review must remove the obstacles to the transfer of technology to the developing countries, ban the patenting of living organisms and bring the rules of the Agreement into line with the 1992 Convention on Biodiversity and the Cartagena Protocol on Biosecurity, as requested by the 'African Group' in the WTO;

Emphasises that the struggle against global warming is a matter of solidarity between developed and developing countries; therefore welcomes the unanimous condemnation of the US by the EU, China and Japan; recalls that the recent Inter-Governmental Experts Group on Climate Change pointed out that those countries which have access to the most limited resources are also those whose capacity to adapt is weakest and are therefore the most vulnerable to global warming and its adverse effects; considers that therefore, developed countries, including the United States of America, have an important responsibility and must play a leading role in the effective reduction of greenhouse gas emissions; recalls that in its abovementioned resolution of 26 October 2000, the European Parliament called "on the contracting parties to adopt further ambitious reduction targets as quickly as possible, particularly for the industrialised countries";

Trends over time can be observed by looking at different cohorts of people: the difference between the share of people with low educational attainment among youth (18 to 24 years) and the elderly (aged 65 years and over, Table 21) is striking: in the EU as a whole, as many as 70% in the latter group have attained less than upper education, as opposed to the 19% of all 18-24 year olds noted above.
