G. overwegende dat de sectorale samenwerking tot nu toe niet algemeen bevredigend was; overwegende dat niettemin vooruitgang is gemeld bij de monitoring, controle en bewaking van de visserij, de capaciteit voor sanitaire inspecties en de deelname van Guinee-Bissau aan regionale visserij-instanties; overwegende dat er nog ruimte voor verbetering is wat betreft het waarborgen dat de overeenkomst meer bijdraagt aan het bevorderen van de transparantie en controleerbaarheid van de sectorale samenwerking en het stimuleren van duurzame ontwikkeling in de visserijsector van Guinee-Bissau en van daaraan gerelateerde sectoren en activiteiten, om te waarborgen dat een groter deel van de meerwaarde geleverd door de exploitatie van de natuurlijke hulpbronnen van het land in Guinee-Bissau zelf blijft;
G. whereas, to date, the performance of sectoral cooperation has not been globally satisfactory; whereas, notwithstanding, progress has been recorded in fisheries monitoring, control and surveillance, sanitary inspection capacity and the participation of Guinea Bissau in regional fisheries bodies; whereas there is still room for improvement in terms of ensuring that the agreement does more to promote transparency and accountability in sectoral cooperation and to foster the sustainable development of the Guinea-Bissau fisheries sector and of related industries and activities, so as to ensure that the a greater proportion of the added value created by the exploitation of the country’s natural resources remains in Guinea-Bissau itself;

26. verzoekt de vicevoorzitter/hoge vertegenwoordiger en de Raad na te gaan of het mogelijk is een nieuwe SSR-missie naar Guinee-Bissau te zenden, met een versterkt mandaat om bij te dragen aan de hervorming van de veiligheids- en defensiesector, de capaciteitsopbouw te bevorderen, het overheidsapparaat te hervormen, en de rechtsstaat te versterken, zodra de uitoefening van het gezag in Guinee-Bissau weer volledig in handen is van de legitieme instanties;
26. Invites the HR/VP and the Council to study the possibility of sending a new SSR mission to Guinea-Bissau, with a strengthened mandate to help reform the security and defence sectors, promote capacity-building, reform public administration and support the rule of law, as soon as the legitimate authorities recover the full exercise of governance in Guinea-Bissau and request such a mission;

16. onderstreept dat er een „crisiscontactgroep” voor Guinee-Bissau moet worden opgericht die zal worden gecoördineerd door de VN en waarin vertegenwoordigers van de Afrikaanse Unie (AU), de ECOWAS en de CPLP zitting zullen hebben, overeenkomstig het speciaal verslag van de secretaris-generaal van de VN van 30 april 2012 over de situatie in Guinee-Bissau, en dringt aan op betrokkenheid van de EU bij deze crisiscontactgroep;
16. Underlines the importance of the establishment of a ‘Crisis Contact Group’ for Guinea-Bissau under the coordination of the UN, with representatives of the African Union (AU), ECOWAS and the CPLP, as referred to in the special report of the UN Secretary-General of 30 April 2012 on the situation in Guinea-Bissau, and calls for the EU to be involved in the Group;

18. is ingenomen met de betreurenswaardige doch noodzakelijke diplomatieke, economische en financiële sancties die de ECOWAS aan Guinee-Bissau heeft opgelegd, alsmede met de door de Raad van de Europese Unie aangenomen beperkende maatregelen ten aanzien van bepaalde personen, entiteiten en lichamen die de vrede, veiligheid of stabiliteit van de Republiek Guinee-Bissau bedreigen, en het door de VN-Veiligheidsraad opgelegde reisverbod voor bepaalde personen;
18. Welcomes the unfortunate but necessary diplomatic, economic and financial sanctions imposed on Guinea-Bissau by ECOWAS, the restrictive measures directed against certain persons, entities and bodies threatening the peace, security or stability of the Republic of Guinea-Bissau adopted by the Council of the European Union and the travel ban against certain individuals imposed by the UN Security Council;
