Daar Brazilië met Oekraïne en Rusland kan worden vergeleken voor wat de toegang tot en de beschikbaarheid van de belangrijkste basisprodukten van hematietgietijzer, namelijk ijzererts en energie, betreft en rekening houdend met de huidige situatie van de Poolse economie die zich in een overgangsstadium naar een markteconomie bevindt, hetgeen tot uiting komt in de beschikbare boekhoudkundige gegevens, achtte de Commissie het passend en niet onredelijk om Brazilië als derde land met een markteconomie te kiezen voor de vaststelling van de normale waarde van hematietgietijzer van oorsprong uit Oekraïne en Rusland.
In view of the comparability of Brazil to Russia and Ukraine, with regard to access to and the availability of the major inputs for the production of pig iron, i.e. iron ore and energy, and taking into account the present transitory state of the Polish economy towards a market economy, which is reflected in the available accounting data, the Commission considered it appropriate and not unreasonable to take Brazil as the market-economy third country for the determination of the normal value of hematite pig iron, originating in Russia and Ukraine.

(2) De Commissie kondigde bijgevolg met een bericht in het Publikatieblad van de Europese Gemeenschappen (2) de inleiding aan van een anti-dumpingprocedure in verband met de invoer in de Gemeenschap van hematietgietijzer van de GN-codes 7201 10 19 en 7201 10 90 en van oorsprong uit Turkije en de voormalige Sowjetunie.
(2) The Commission accordingly announced, by a notice published in the Official Journal of the European Communities (2), the initiation of an anti-dumping proceeding concerning imports into the Community of pig iron, originating in Turkey and the then Soviet Union, falling within CN codes 7201 10 19 and 7201 10 90.

(3) In juli 1992 ontving de Commissie nogmaals een klacht die eveneens voldoende bewijsmateriaal bevatte in verband met dumping en de hieruit voortvloeiende aanmerkelijke schade. De klacht werd toereikend geacht om de uitbreiding van de procedure te rechtvaardigen, zodat ook de invoer van hematietgietijzer van oorsprong uit Brazilië en Polen in deze procedure werd opgenomen.
(3) In July 1992, the Commission received a supplementary complaint, which again contained evidence of dumping and resultant material injury, and was considered sufficient to justify the extension of the proceeding to include imports of hematite pig iron, originating in Brazil and Poland.
