Op 13 december 2007 ondertekenden de 27 staatshoofden of regeringsleiders van de EU in Lissabon een nieuw hervormingsverdrag.
On 13 December 2007, the 27 EU Heads of State or Government signed the new amending Treaty in Lisbon.

Het idee van een Europese Grondwet werd dus opgegeven en er vinden nieuwe onderhandelingen plaats met het doel een hervormingsverdrag op te stellen.

12. verzoekt de Intergouvernementele Conferentie het bijgevoegde ontwerpbesluit van de Europese Raad tot vaststelling van de samenstelling van het Europees Parlement op te nemen in een verklaring ad artikel 9 A, lid 2 van het Verdrag betreffende de Europese Unie, zoals opgenomen in het aan de slotakte van genoemde Conferentie te hechten ontwerphervormingsverdrag, met de bepaling dat het onmiddellijk na de inwerkingtreding van het hervormingsverdrag overeenkomstig de procedure van het voornoemde artikel 9 A, lid 2 zal worden geformaliseerd; zegt van zijn kant toe onverwijld actie te zullen ondernemen zodra het hervormingsverdrag in werking is getreden; verzoekt de Europese Raad gevolg te geven aan voornoemde verklaring zodra het hervormingsverdrag in werking treedt en overeenkomstig de bepalingen daarvan, zodat de lidstaten tijdig de nodige binnenlandse voorzieningen kunnen treffen voor de organisatie van de verkiezingen van het Europees Parlement voor de zittingsperiode 2009-2014;
12. Calls on the Intergovernmental Conference to incorporate the annexed draft decision of the European Council establishing the composition of the European Parliament in a declaration on Article [9a](2) of the Treaty on European Union as incorporated in the draft amending treaty to be attached to the final act of the said Conference with the proviso that it will be formally adopted in accordance with the procedure laid down in the aforementioned Article [9a](2) immediately after the entry into force of the amending treaty; undertakes, for its part, to act without delay once the amending treaty has entered into force; calls on the European Council to give effect to the aforementioned declaration, as soon as the amending treaty enters into force and in accordance with its provisions, so that the Member States can enact, in good time, the necessary domestic provisions for organising the elections to the European Parliament for the 2009-2014 parliamentary term;

14. wijst op het politieke verband tussen de voorgestelde nieuwe verdeling van de zetels overeenkomstig het beginsel van degressieve proportionaliteit en het algemene hervormingspakket voor de instellingen van de Unie, met name het beginsel van de 'dubbele meerderheid' voor de vaststelling van een meerderheid in de Raad (artikel 9 C, lid 4 van het Verdrag betreffende de Europese Unie zoals opgenomen in het hervormingsverdrag) en de samenstelling van de Commissie (artikel 9 D, lid 5 van voornoemd verdrag) en onderstreept dat dit pakket samenhangend moet zijn zonder het specifieke juridische karakter van elke instelling te verloochenen; is het erover eens dat de herziening van de meerderheidsbesluitvorming in de Raad en van de samenstelling van de Commissie niet vóór 2014 in werking moet treden, maar dat de nieuwe verdeling van de zetels in het Europees Parlement in 2009 moet ingaan; behoudt zich evenwel het recht voor om zijn instemming met het besluit van de Europese Raad overeenkomstig artikel 9 A van het Verdrag betreffende de Europese Unie over de verdeling van de zetels in het Europees Parlement te heroverwegen in het licht van de hervormingen van de EU-instellingen zoals voorzien in het hervormingsverdrag;
14. Draws attention to the political connection between the proposed new distribution of seats in accordance with the principle of degressive proportionality and the overall reform package for the institutions of the Union, particularly the 'double majority' principle for the definition of a majority in the Council (Article [9c](4) of the Treaty on European Union as incorporated in the draft amending treaty) and the composition of the Commission (Article [9d](5) of the aforementioned treaty) and stresses the need for that package to be coherent while at the same time recognising the specific legal nature of each institution; agrees that, while the reform of majority voting in the Council and of the composition of the Commission should not enter into force until 2014, the new distribution of seats in the European Parliament should take effect in 2009; reserves the right, however, to assess its consent to the European Council decision pursuant to the aforementioned Article [9a] of the Treaty on European Union on the new distribution of seats in the European Parliament in the light of the reforms of the EU institutions as laid down in the amending treaty;
