4. spoort de lidstaten ertoe aan de lokale en regionale overheden en alle partners en hun vertegenwoordigende organisaties hierbij conform de beginselen van partnerschap en meerlagig bestuur te betrekken aangezien zij degenen zijn waartoe de burgers zich in de eerste plaats richten, en prioriteiten en methoden vast te stellen voor het gezamenlijk en gecoördineerd gebruik, voor zover dat in het kader van partnerschapsovereenkomsten en operationele programma's mogelijk is, van het Europees Fonds voor Regionale Ontwikkeling (EFRO), het Europees Sociaal Fonds (ESF), het Cohesiefonds (CF) en, voor sociale huisvesting op het platteland en in kleine en middelgrote steden, het Europees Landbouwfonds voor Plattelandsontwikkeling (ELFPO); is van mening dat bevordering van de synergieën tussen de structuurfondsen en het Cohesiefonds de duurzame ontwikkeling van achtergestelde of landelijke gebieden ten goede kan komen en kan voorkomen dat zij geïsoleerd en ontvolkt raken, waardoor de negatieve gevolgen van sociale segregatie worden voorkomen en heterogeniteit, sociale cohesie en gendergelijkheid worden gestimuleerd;
4. Encourages the Member States to involve local and regional authorities and all partners and their representing organisations, in accordance with the principles of partnership and multi-level governance – given that they are the ones to whom citizens primarily address themselves – and to establish priorities and methods of using, within the framework of partnership agreements and operational programmes on a joint and coordinated basis, wherever possible, the European Regional Development Fund (ERDF), the European Social Fund (ESF), the Cohesion Fund (CF) and, in the case of social housing in rural areas and small and medium-sized towns, the European Agricultural Fund for Rural Development (EAFRD); considers that greater synergies between the Structural and Cohesion Funds could encourage the sustainable development of disadvantaged or rural areas, preventing their isolation and depopulation, thus avoiding the negative effects of social segregation and promoting heterogeneity, social cohesion and gender equality;
