Welcomes initiatives like the Montreux Document and the International Code of Conduct for Private Security Service Providers (ICoC); welcomes the European Union’s recent support for the Montreux Document and the high and growing number of endorsements by EU Member States; highlights, however, that there needs to be better enforcement of established principles; calls on all EU Member States to further develop their national law and regulation in line with the standards set out in the Montreux Document and recommends that they and the EU only enter into contracts with PMSCs that uphold the initiatives’ principles; calls on the EU and its Member States to support the creation of the oversight mechanism of the ICoC, which should be a compliance body capable of handling complaints and issuing dissuasive sanctions (including modifications to contracts requiring additional constraints, issuance of official warnings, financial penalties and temporary or permanent removal of the PMSC from the ICoC system) in order to ensure compliance with, and ultimately hold PMSCs accountable for, their commitments under the ICoC;

In 2002, the MTCR was supplemented by the International Code of Conduct against Ballistic Missile Proliferation (ICOC), also known as the Hague Code of Conduct, which calls for restraint and care in the proliferation of ballistic missile systems capable of delivering weapons of mass destruction.

De Raad is ervan overtuigd dat om dit doel te kunnen bereiken het proces ter bevordering van de ICOC transparant en inclusief moet blijven, en dat discriminatie van staten die aan de ontwikkeling van de ICOC willen meewerken of zich erbij willen aansluiten vermeden moet worden.
The Council is convinced that, in order to achieve its objective, the process of promoting the ICOC must remain transparent and inclusive, avoiding discrimination against any state wishing to engage in the development of, or subscribe to, the ICOC.

De Raad is ingenomen met de twee consensusovereenkomsten die bereikt zijn in de plenaire vergadering te Helsinki van het Controleregime voor de uitvoer van rakettechnologie: namelijk aanneming van een ontwerp van internationale gedragscode (ICOC), open voor alle staten, en het starten van overleg met niet-leden met het oog op de multilateralisering van de code.
The Council welcomes the two consensus agreements at the Helsinki Plenary of the Missile Technology Control Regime: to adopt a draft international code-of-conduct (ICOC), to be opened to all states, and to engage in consultations with non-members with a view to the multilateralisation of the code.

Voorts tekent de Raad aan dat de ICOC op het betrokken gebied het meest concrete en geavanceerde initiatief is en als zodanig de beste kansen biedt om op korte termijn resultaten te boeken.
The Council further notes that the ICOC is the most concrete and advanced initiative in this field, and that, as such, it poses the best chances to achieve results in the short term.

De Raad is van mening dat de ICOC zich in het belang van wereldwijde en regionale vrede en veiligheid ten doel moet stellen universeel toepasselijke normen te creëren voor de aanpak van het urgente probleem van het inperken en terugdringen van de proliferatie van ballistische raketten die drager kunnen zijn van wapens voor massale vernietiging en waar mogelijk de nationale arsenalen van dergelijke raketten te verminderen.
The Council considers that the objective of the ICOC should be to create universally applicable norms addressing the urgent problem of how to contain and reverse the proliferation of ballistic missiles capable of carrying weapons of mass destruction and, where possible, to reduce national holdings of such missiles, in the interest of global and regional peace and security.
