1. erkent dat de werkloosheid in de EU in 2013 de hoogste stand heeft bereikt en dat de algemene economische situatie zeer moeilijk blijft; stelt vast dat er volgens de cijfers van de Commissie van voorjaar 2014 sprake was van een toename van de werkloosheid van 11,3 % eind 2012 naar 12,1 % in het derde kwartaal van 2013; wijst daarnaast met grote bezorgdheid op de situatie in de eurozone, waar de werkloosheid is toegenomen van een reeds stevige 11,3 % eind 2012 naar ongeveer 11,9 % eind 2013, met de mogelijkheid dat ze in 2014 op het hoge niveau van 11,8 % zal blijven; benadrukt dat de verschillen tussen de algemene en de jeugdwerkloosheidspercentages van de lidstaten een groot risico vormen voor zowel de economische stabiliteit van de EU, als voor de Europese sociale samenhang; benadrukt dat de Commissie in haar mededeling van 2 juni 2014 getiteld "Europees semester 2014: landenspecifieke aanbevelingen - Inzetten op groei" (COM(2014)0400) heeft erkend dat "het hoge werkloosheidsniveau en de sociale ontwrichting het menselijk en sociaal kapitaal van Europa ondermijnen, en om doortastende maatregelen door de jaren heen vragen"; wijst erop dat het niet nemen van maatregelen en het verzuimen een positief klimaat voor investeringen en groei tot stand te brengen tot een alomvattende recessie kan leiden;

Recognises the fact that unemployment levels in the EU peaked in 2013 and that the general economic situation remains very difficult; notes that, according to the Commission’s spring 2014 forecast, there was an increase in unemployment from 11.3 % at the end of 2012 to 12.1 % in the third quarter of 2013; notes, furthermore, with great concern the situation in the euro area, in which unemployment increased from a severe 11.3 % by the end of 2012 to about 11.9 % by the end of 2013, with the possibility that it may remain at the high level of 11.8 % in 2014; underlines the fact that the differences between Member States’ general and youth unemployment rates represent a major risk for both the EU’s economic stability and European social cohesion; stresses the fact that in its communication of 2 June 2014 entitled ‘2014 European Semester: Country-specific recommendations – Building Growth’ (COM(2014)0400), the Commission recognised the fact that ‘high levels of unemployment and social distress are eroding Europe’s human and social capital and call for decisive action over time’; notes the fact that the failure to take action or create a positive environment in which to boost investment and growth can lead to widespread recession;

Gezien het feit dat artikel 75, lid 3, de rechtsgrondslag voor Verordening nr. 11, niet eens raadpleging van het Parlement vereist (alhoewel het in de praktijk regelmatig is voorgekomen dat de Raad het Parlement heeft geraadpleegd over de op dat artikel gebaseerde instrumenten), paste de Commissie de medebeslissingsprocedure toe voor zowel de wijziging van Verordening nr. 11 als de wijziging van Verordening nr. 852/2004 door één enkel instrument voor te stellen voor de wijziging van zowel Verordening nr. 11 als Verordening nr. 852/2004.
However, given that Article 75(3) - on which Regulation No 11 is based - does not even provide for consultation of Parliament (although it appears that in practice the Council has regularly consulted Parliament on instruments based on that provision), the Commission made the codecision procedure available for its amendments to Regulation No 11 as well as for the amendments to Regulation No 852/2004 by proposing one instrument amending both Regulation No 11 and Regulation No 852/2004.
